Book excerpt: A new kind of Indian writing in English was in the air in the early 1990s. Vikram Seth, Amitav Ghosh, I. Allan Sealy and Upamanyu Chatterjee had written their early books. The new current was promising, and Dharma Kumar, historian and editor of the famous Indian Economic and Social History Review, decided to publish a journal, along the lines of Granta and The New Yorker, dedicated to ferreting out the best literary talent. The journal, Civil Lines: New Writing from India, first appeared in 1994 and quickly attracted attention by publishing literary pieces that were a cut above, developing a cult following among readers of Indian writing in English. Till 2001, five issues had been published—totaling sixty-one individual contributions by thirty-eight contributors. Some of the contributors were then far from well known, and Civil Lines could be said to have given them a leg-up towards subsequent fame. Sheila Dhar, Susan Visvanathan, Raj Kamal Jha, Ruchir Joshi, Siddhartha Deb, Suketu Mehta, Amitava Kumar and Manjula Padmanabhan went on to become established writers after Civil Lines had published their smaller pieces. Ramachandra Guha’s first brilliant essay—a five-finger exercise in literary anthropology which seems with hindsight to presage his later work on Verrier Elwin—appeared in the inaugural issue. A little-known aspect of Amitav Ghosh is his interest in the short story. Ghosh contributed two pieces to the journal—a reflective essay on the Indian practice of the short story and a wonderfully fluent translation of one of Tagore’s most famous tales, ‘Kshudhita Pâshân’ (The Hunger of Stones). The present anthology comprises a selection of the finest essays, stories and poems that were published in the first five issues of Civil Lines. The original issues of the journal are difficult to come by. This anthology is a must for all those interested in the best practitioners of desi English.

Book excerpt: The Scandal of the State is a revealing study of the relationship between the postcolonial, democratic Indian nation-state and Indian women’s actual needs and lives. Well-known for her work combining feminist theory and postcolonial studies, Rajeswari Sunder Rajan shows how the state is central to understanding women’s identities and how, reciprocally, women and “women’s issues” affect the state’s role and function. She argues that in India law and citizenship define for women not only the scope of political rights but also cultural identity and everyday life. Sunder Rajan delineates the postcolonial state in implicit contrast with the “enlightened,” postfeminist neoliberal state in the West. Her analysis wrestles with complex social realities, taking into account the influence of age, ethnicity, religion, and class on individual and group identities as well as the shifting, heterogeneous nature of the state itself. The Scandal of the State develops through a series of compelling case studies, each of which centers around an incident exposing the contradictory position of the Indian state vis-à-vis its female citizens and, ultimately, the inadequacy of its commitment to women’s rights. Sunder Rajan focuses on the custody battle over a Muslim child bride, the compulsory sterilization of mentally retarded women in state institutional care, female infanticide in Tamilnadu, prostitution as labor rather than crime, and the surrender of the female outlaw Phoolan Devi. She also looks at the ways the Uniform Civil Code presented many women with a stark choice between allegiance to their religion and community or the secular assertion of individual rights. Rich with theoretical acumen and activist passion, The Scandal of the State is a powerful critique of the mutual dependence of women and the state on one another in the specific context of a postcolonial modernity.

It has also been performed by a youth theatre in the UK, broadcast by the BBC World Service and made into a feature film, directed by Govind Nihalani, titled Body, which was screened at the Regus London Film Festival. The play is also studied by many colleges and universities to explain how globalisation works. Manjula Padmanbhan Born in Delhi to a diplomat family in 1953, she went to boarding school in her teenage years. After college, her determination to make her own way in life led to works in publishing and media-related fields. She won the Greek Onassis Award for her play Harvest. An award-winning film Deham was made by Govind Nihalani based on the play. She has written one more powerful play, Lights Out! (1984), Hidden Fires is a series of monologues. The Artist's Model (1995) and Sextet are her other works.(1996). She has also authored a collection of short stories, called Kleptomania. Her most recent book, published in 2008, is Escape. Apart from writing newspaper columns she created comic strips. She created Suki, an Indian comic character, which was serialized as a strip in the Sunday Observer.Before 1997 (the year her play Harvest was staged) she was better known as a cartoonist and had a daily cartoon strip in The Pioneer newspaper.
