This thesis seeks to understand some of the factors which may influence hospital employee absenteeism in the Health Care Corporation of St. John's. The study examined how workload, workgroup behavior and previous workgroup absence patterns influence individual absence-taking behaviours. A random effects model was used to test which factors influence absenteeism in seven health care bargaining groups. This study found that workload was associated with an increase in absence among hospital support workers and laboratory technicians, but not nurses. Our study also found a pattern in absence-taking behaviours among hospital employees. Employees who were absent within the last 5 and 30 work shifts have a greater likelihood of being absent. This study also found that the peer work group influenced absenteeism. The higher the departmental absence or overtime rate the previous day, the more likely an individual will be absent. This study contributes to the understanding of absenteeism in the health care workforce. It provides valuable insights into factors that contribute to employee absenteeism and can be used to develop effective strategies to reduce absence.

Most end with a swift return to work, but over 300,000 people a year fall out of work onto health-related state benefits. This Review aims to stop as many people as possible from needlessly moving away from work because of ill health, and to find ways of improving the coherence, effectiveness and cost of the system for managing sickness absence. There are potential major gains for employers, who spend £9 billion a year sick pay and associated costs, and the state, which spends £13 billion annually on health-related benefits. Currently the majority of people seeking a medical certificate are signed off as completely unfit. Until this is addressed, employers cannot make adjustments to help those people whose illness is compatible with a return to work. The central recommendation is that the Government should establish an Independent Assessment Service (IAS) which would provide an in-depth assessment of an individual's physical and/or mental function. It would also provide advice about how an individual could be supported to return to work. The service would replace GP certification. Other recommendations include: tax relief for expenditure by employers on medical treatment/vocational rehabilitation; abolishing the Percentage Threshold compensation scheme and the record-keeping obligations under statutory sick pay; introduction of a job-brokering service for long-term sick employees; end the Employment and Support Allowance assessment phase so as to improve and speed up the benefits system; improved processes in Jobcentre Plus.

Book excerpt: This study examined the relationship between sickness presenteeism, sickness absenteeism, organizational outcomes and employee health. In particular, we wanted to investigate to what degree employees were substituting sickness presence for sickness absence. Three hypotheses were tested to formalize this substitution proposition. We surveyed a Canadian public service organization which was involved in a large scale downsizing initiative. For this study, 237 Personnel Corporation (pseudonym used) employees responded to the survey, representing a 66 per cent response rate. Survey results indicated that, while the workforce was of average health, sickness absenteeism was less than half that of the national average. The difference could be accounted for by sickness presenteeism the average number of days employees attended work while ill or injured was greater than the number of days of sickness absence. The pattern of results supported the notion that employees were substituting presenteeism for absenteeism. The frequency and type of self-reported health problems were highly similar for presenteeism and absenteeism. Work factors (e.g. job security, supervisor support and job satisfaction) tested were significantly correlated with presenteeism. Presenteeism appears to be a stronger predictor of health than absenteeism, suggesting that efforts to improve workplace health may have a more immediate impact on presenteeism than on absenteeism.
