Book Hopper Dredging of Waterways

Download or read book Hopper Dredging of Waterways written by Eleanor G. Chance and published by Nova Science Publishers. This book was released on 2014 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Corps is responsible for dredging sediment from waterways to maintain shipping routes important for commerce. One dredge type, a hopper dredge, performs much of the dredging in ports and harbours, and the Corps uses its own fleet of hopper dredges and contracts. In 2003, GAO examined the Corps' hopper dredging program and made recommendations to improve its management. GAO was asked to review changes to the program. This book examines actions the Corps has taken to address GAO's 2003 recommendations for improving the information needed to manage its hopper dredging program and develop cost estimates for industry contracts; effects since 2003, if any, of the statutory restrictions placed on the use of the Corps' hopper dredges; and key challenges, if any, the Corps faces in managing its hopper dredge fleet.

Available in PDF, EPUB and Kindle. Book excerpt: Section 2034 of the Water Resources Development Act of 2007 requires that certain U.S. Army Corps of Engineers (Corps) civil works project studies undergo independent external peer review to assess the adequacy and acceptability of the methods, models, and analyses used. In the act, Congress established a 7-year trial period for this requirement and also required the Corps to submit two reports on its experiences with the peer review process. GAO was asked to examine (1) the number of Corps project studies that have undergone independent peer review in response to section 2034, (2) the cost of these peer reviews, (3) the extent to which the Corps' process for determining if a project study is subject to peer review is consistent with section 2034, (4) the process the Corps uses to ensure that the contractors it hires and the experts the contractors select to review project studies are independent and free from conflicts of interest, and (5) the extent to which peer review recommendations have been incorporated into project studies. GAO reviewed relevant laws, agency guidance, and documents and interviewed Corps officials and contractors. GAO recommends that the Department of Defense direct the Corps to, among other actions, better track peer review studies, revise the criteria for determining which studies undergo peer review and the timing of these reviews, and improve its process for ensuring contractor independence. The department generally concurred with these recommendations.

Book Field Evaluation of Hopper Dredge Overflow for the Delaware River

Download or read book Field Evaluation of Hopper Dredge Overflow for the Delaware River written by and published by . This book was released on 2002 with total page 178 pages. Available in PDF, EPUB and Kindle. Book excerpt: Hopper dredges are often loaded past the point of overflow for economic reasons. As the hopper is filled, dredged material is stored in the hopper until overflow begins. The density of the hopper contents is increased by allowing the low-density supernatant to overflow back into the waterway. As the low-density supernatant overflows, the average density of the hopper contents increases. Thus, more material can be transported per trip to the disposal site or facility resulting in an economical loading. There is normally a tradeoff between the potential economic benefits and potential environmental effects. Overflow results in increased water column turbidity, and supernatant solids may be redeposited near the dredge site. Also, if sediments are contaminated, the overflow may result in some release of contaminants to the water column. Therefore, the relationship between dredge production, density of the hopper load, and the rate of material overflow are important variables in maximizing the efficiency of the dredging operation while minimizing harmful contaminant release.

Available in PDF, EPUB and Kindle. Book excerpt: Hopper dredges are designed to vacuum material from the sea floor through drag arms that load the material into the hold of the vessel. The cargo of mud, or sand, can then be transported to either an ocean disposal site, where the material is dropped to the bottom through openings in the bottom of the hull, or at an upland site such as a beach, or reclamation, where the material is pumped ashore by the ship. This method is most suited when excavating loose material from open areas for delivery to a distant disposal location. These vessels are generally certified to sail in coastal or ocean waters and are suited for working in rougher sea conditions beyond those suitable for other dredging plants.
