In looking at enrollment, economic, and demographic data from the county level, it is apparent that since 2011, more and more HOPE students have enrolled in technical colleges rather than four-year public or private universities, and this is especially true in poorer counties outside of the metro Atlanta area.

And yet less than 60 percent of the students entering American universities today are graduating. Why is this happening, and what can be done? Crossing the Finish Line provides the most detailed exploration ever of college completion at America's public universities. This groundbreaking book sheds light on such serious issues as dropout rates linked to race, gender, and socioeconomic status. Probing graduation rates at twenty-one flagship public universities and four statewide systems of public higher education, the authors focus on the progress of students in the entering class of 1999—from entry to graduation, transfer, or withdrawal. They examine the effects of parental education, family income, race and gender, high school grades, test scores, financial aid, and characteristics of universities attended (especially their selectivity). The conclusions are compelling: minority students and students from poor families have markedly lower graduation rates—and take longer to earn degrees—even when other variables are taken into account. Book excerpt: The HOPE (Helping Outstanding Pupils Educationally - scholarship program), which began in 1993, is one of the most popular public policies ever enacted in the state of Georgia. This lottery-funded program pays for tuition, fees, and books at any public college or university in the state for any Georgia student who graduates from high school with a B or better grade point average (GPA). To keep the scholarship, students must maintain the B or better GPA in college. The program's popularity has spread well beyond Georgia's borders; at least a dozen other states have instituted similar broad-based merit scholarship programs, and most state legislatures have considered legislation to start similar programs. The federal HOPE tax credit, established in 1997, took its name from Georgia's program, though the originally-proposed merit-based component of the program was not enacted. In light of its popularity, HOPE raises a number of important policy questions regarding both the program itself and its funding source, the Georgia Lottery for Education: (1) What effect has the HOPE Scholarship program had on student performance in high school? (2) What effect has the HOPE Scholarship program had on student performance in college: (3) Who pays for and who benefits from the Georgia lottery and the programs it funds? (4) Has the scholarship program caused inflation in the cost of higher education in Georgia? This policy brief describes the HOPE Scholarship program and the Georgia Lottery for Education, summarizes a series of studies examining the program, offers recommendations for the design of merit-based financial aid programs, and suggests topics for further research.

Book excerpt: This book provides a careful historical analysis of the co-evolution of educational attainment and the wage structure in the United States through the twentieth century. The authors propose that the twentieth century was not only the American Century but also the Human Capital Century. That is, the American educational system is what made America the richest nation in the world. Its educational system had always been less elite than that of most European nations. By 1900 the U.S. had begun to educate its masses at the secondary level, not just in the primary schools that had remarkable success in the nineteenth century. The book argues that technological change, education, and inequality have been involved in a kind of race. During the first eight decades of the twentieth century, the increase of educated workers was higher than the demand for them. This had the effect of boosting income for most people and lowering inequality. However, the reverse has been true since about 1980. This educational slowdown was accompanied by rising inequality. The authors discuss the complex reasons for this, and what might be done to ameliorate it.

This report examined (1) how the percentage of schools with high percentages of poor and Black or Hispanic students has changed over time and the characteristics of these schools, (2) why and how selected school districts have implemented actions to increase student diversity, and (3) the extent to which the Departments of Education and Justice have taken actions to identify and address issues related to racial discrimination in schools. GAO analyzed Education data for school years 2000-01 to 2013-14 (most recent available); reviewed applicable federal laws, regulations, and agency documents; and interviewed federal officials, civil rights and academic subject matter specialists, and school district officials in three states, selected to provide geographic diversity and examples of actions to diversify.

HOPE is the largest merit-based scholarship in the United States and is facing issues with funding for future scholars. This dissertation addressed its inception by Governor Zell Miller, the changes that it went through as issues arose, and the impact it has made on postsecondary education since 1993. The problem addressed by this dissertation was there was a lack of longitudinal research data on the topics addressed in this dissertation. Nine different archival documents were chosen to not only extract data from, but to tell the narrative of this enormous merit-based scholarship. A document content analysis was conducted on each document to answer the research questions. Future recommendations for research were also proposed.

Book excerpt: The HOPE Scholarship began in the State of Georgia in 1993 and is a statewide, merit-based scholarship program for postsecondary students. The program is fully funded by the revenues received from the state's lottery program, the Georgia lottery, which disproportionately receives contributions from minority and low-income populations. Using logistic and OLS regression analysis this research investigates the distributional equity of the HOPE Scholarship by comparing the award receipts of postsecondary students in Georgia. The study found that the race, ethnicity, immigrant generational status, first generation college student, and financial independence have a negative impact on the likelihood of a student receiving the HOPE Scholarship. The findings also suggest that HOPE Scholarship recipients who are black or African American, first generation college students, and those with financial independence receive less overall funding than those without these qualities. These results provide sound evidence that the HOPE Scholarship, a merit-based program targeted at helping to reduce educational disparities, may be failing to reduce higher education inequities in the state. Given the established relationship between education and future economic success, these types of merit-based, state-wide programs may inadvertently exacerbate existing disparities. Recommendations include a mandated program analysis to promote accountability among program administrators, policymakers, and the greater public.

Book excerpt: Prior empirical evidence finds that general enrollment effects of merit-aid programs such as the Georgia Hope Scholarship are large and significant, while the effects of need-based aid programs such as the Pell Grant are modest and often insignificant. This paper uses new panel data on Pell awards to examine the influence of the Georgia Hope Scholarship on needy student enrollments. We demonstrate that the introduction of merit aid in Georgia generally improves the college access of needy students and has been leveraged into greater federal Pell assistance. While institution-specific increases in both Pell enrollment and funding are largest at two-year and less-selective four-year institutions, the results suggest that Pell students are not crowded out of more-selective schools by Hope's intent to retain the best Georgia high-school students, as might have been anticipated.
