This is especially the case in the hillside areas-home to one-third of the country's population, the majority of whom earn their living through agriculture. While both policymakers and donors are under strong pressure to provide adequate interventions, they require guidance on what drives sustainable rural productivity growth, how to prioritize expenditures, and how to formulate effective development strategies. In this report, the authors develop an integrated econometric framework, based on the livelihoods concept, and demonstrate how it can be used as a policy targeting tool. Using this framework, the authors provide policymakers and stakeholders with empirical information on the livelihood strategies currently employed in the hillside areas of Honduras, existing opportunities for alleviating poverty, and potential priorities for policy and investments.

Urban populations are increasing at accelerated speeds, bringing pressing challenges for development, as well as opportunities to boost sustained, inclusive and resilient growth. Today, 59 percent of the region’s population lives in urban areas, but it is expected that 7 out of 10 people will live in cities within the next generation. At current rates of urbanization, Central America’s urban population will double in size by 2050, welcoming over 25 million new urban dwellers calling for better infrastructure, higher coverage and quality of urban services and greater employment opportunities. With more people concentrated in urban areas, Central American governments at the national and local levels face both opportunities and challenges to ensure the prosperity of their country’s present and future generations. The Central America Urbanization Review: Making Cities Work for Central America provides a better understanding of the trends and implications of urbanization in the six Central American countries -Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua and Panama- and the actions that central and local governments can take to reap the intended benefits of this transformation. The report makes recommendations on how urban policies can contribute to addressing the main development challenges the region currently faces such as lack of social inclusion, high vulnerability to natural disasters, and lack of economic opportunities and competitiveness. Specifically, the report focuses on four priority areas for Central American cities: institutions for city management, access to adequate and well-located housing, resilience to natural disasters, and competitiveness through local economic development. This book is written for national and local policymakers, private sector actors, civil society, researchers and development partners in Central America and all around the world interested in learning more about the opportunities that urbanization brings in the 21st century.

Book excerpt: This thesis explores the developmental needs of Garifuna young people living in rural and urban Honduras. Employing both qualitative and quantitative methods, the research traces the individual, familial and community development needs expressed by this highly migratory segment of the Afro-indigenous population. The study utilizes the Positive Youth Development (PYD) framework to understand both the data obtained from the interviewees and the programs offered by non-governmental organizations (NGOs) working with youth in the rural and urban settings. At both research sites young people identify access to education, traditional and alternative, as their principal need. Interviewees confirm that obtaining an education, often via urban migration, is a process which simultaneously facilitates personal development and a young person's ability to contribute to their family, Garifuna community and culture. This thesis demonstrates the applicability of PYD to contexts outside of North America, while concurrently highlighting themes and questions that PYD fails to address.
