The essays in this volume illustrate the findings of a European project on homophobia and fundamental rights in which sociologists and legal experts have analysed the position in four Member States: Italy, Slovenia, Hungary and the UK. Book excerpt: In February 2012, Liberia became the latest African country seeking to pass new laws that would punish LGBT people. One bill currently before parliament would extend the criminal penalty for same-sex conduct by consenting adults to a second-degree felony punishable by up to five years in prison. A second bill would explicitly prohibit same-sex marriage. Liberia already makes same-sex conduct a criminal offense. Liberia has rarely enforced its existing anti-LGBT laws, and there is little evidence of people being prosecuted. Nonetheless, the existence of laws criminalizing sexual conduct exposes LGBT people to discrimination by public service providers, such as schools and hospitals, and encourages social stigmatization. The pending legislation makes life more difficult for LGBT people by reinforcing a widespread negative public perception of homosexuality in Liberia, intensifying everyday harassment that includes physical abuse and official discrimination. Based on 30 interviews with self-identifying lesbian, gay, bisexual, and transgender (LGBT) people in Liberia's capital, Monrovia, in September-December 2012, this report shows the harm caused by criminalizing same-sex conduct between consenting adults, and the impact that discrimination and homophobia has on the lives of LGBT people and their communities. The report urges Liberia's government to repeal existing laws criminalizing same-sex conduct among consenting adults and to reject new anti-LGBT legislation. It also calls for an end to discriminatory policies and practices against people based on sexual orientation, gender identity, and expression.

Such violence emerges as a political pressure point for contestations of identity and power within wider systems of global and local inequality. Discourses of homophobia-related violence constitute subjectivities that enact violence and that are rendered vulnerable to it, as well as shaping political possibilities to act against violence. Blackwashing Homophobia critiques prevailing discourses through which violence and its queer targets are normatively understood, exploring the knowledge regimes in which multiple forms of othering are both reproduced and/or resisted. This book draws on primary research on lesbian subjectivity and violence in South Africa examining the intersections of sexual, gender, race and class identities, and the contemporary politics of violence in a postcolonial context: • What are the contending ways of knowing queers and the violence they face? • How are the causes, characters, consequence of, and ‘cures’ for, violence constructed through such knowledges and what are their power effects? The book explores these questions and their implications for how violence, as an instrument of power, might be countered. Blackwashing Homophobia is a timely intervention for theorising the discourse of homophobia-related violence and what it reveals and conceals, enables and hinders, in relation to queer identities and political imaginaries in times of violence. The book’s interdisciplinary approach to the topic will appeal to social and political scientists, philosophers and psychology professionals, as well as to advanced psychology undergraduates and postgraduates alike.
