Book excerpt: The editors of this book draw upon professionals in seven industrialized nations to examine the prevalence, causes, trends, demographics, and health concerns of homelessness and to evaluate potential solutions. They also report on the resources available to the homeless by the public and private sectors in each of the seven countries studied; the United States, Germany, the Czech Republic, Denmark, England, Russia, and Spain. Also provided is a comparison of social welfare systems in industrialized nations with perhaps the most current and accurate statistics regarding Russia available in the literature. The two East European countries, the Czech Republic and the Russian Federation, represent the most radical changes, from a state to a free market economy with their social systems turned upside down. While the former socialist governments provided a system of universalistic care and control, the released uncontrolled free market forces have been eroding most social protection for the individual. Consequently, homelessness as a new phenomena affects those who are not able to compete in the free market economy. The editors tie the data and country-specific chapters together with a series of concluding chapters that include discussions of resources to prevent homelessness, financial resources for the unemployed, social welfare benefits for the indigent, access to health care and sickness benefits, affordable housing and housing policies, and public and private resources for the homeless.

Citizens all over the 51 United States need a roof over their heads, by any housing means necessary.

Through their own stories, it introduces us to the hidden world of vagrants, itinerant workers and the street homeless - roofless people living on the streets, in cellars, in the lofts of apartment blocks, in train stations, in rubbish dumps or in holes underground. Using in-depth biographical interviews, Svetlana Stephenson documents the processes of their displacement; the strategies they adopt for survival and building social bonds; and the barriers which block their escape from homelessness. These narratives are placed within a framework of theoretical perspectives on social and spatial exclusion; interaction between space and social identity, and the regimes of settlement and social control. The structural causes of homelessness are discussed, together with the criminological, legal and expert discourses that constructed vagrants and the homeless as 'social waste' in the Soviet and post-Soviet periods. Stephenson advances our understanding of homelessness as an extreme case of social-territorial displacement, and sets out its causes and its individual consequences within the larger social and political context. She suggests that by using the concept of displacement, particularly in a historical perspective, it is possible to better understand the ways in which social systems produce marginality and homelessness.

Book excerpt: Homelessness became a conspicuous facet of Russian cityscapes only in the 1990s, when the Soviet criminalization of vagrancy and similar offenses was abolished. In spite of the host of social and economic problems confronting Russia in the demise of Soviet power, the social dislocation endured by increasing numbers of people went largely unrecognized by the state. Being homeless carries a special burden in Russia, where a permanent address is the precondition for all civil rights and social benefits and where homelessness is often regarded as a result of laziness and drinking, rather than external factors. In Needed by Nobody, the anthropologist Tova Höjdestrand offers a nuanced portrait of homelessness in St. Petersburg. Based on ethnographic work at railway stations, soup kitchens, and other places where the homeless gather, Höjdestrand describes the material and mental world of this marginalized population. They are, she observes, "not needed" in two senses. The state considers them, in effect, as noncitizens. At the same time they stand outside the traditionally intimate social networks that are the real safety net of life in postsocialist Russia. As a result, they are deprived of the prerequisites for dealing with others in ways that they themselves value as "decent" and "human." Höjdestrand investigates processes of social exclusion as well as the remaining "world of waste": things, tasks, and places that are wanted by nobody else and on which "human leftovers" are forced to survive. In this bleak context, Höjdestrand takes up the intimate worlds of the homeless—their social relationships, dirt and cleanliness, and physical appearance. Her interviews with homeless people show that the indigent have a very good idea of what others think of them and that they are liable to reproduce the stigma that is attached to them even as they attempt to negotiate it. This unique and often moving portrait of life on the margins of society in the new Russia ultimately reveals how human dignity may be retained in the absence of its very preconditions.
