All rights not granted by the above license are retained by the author. Abstract: The housing price is increasing sharply since 2009. To respond for the rising housing price, the government in Hong Kong has tried to increase the housing supply and stabilize the housing price. At the same time, the number of street sleepers has also increased. Despite the efforts of the government and third sector organizations, the homelessness in Hong Kong is not yet to be tackled successfully. In view of the above issues, the literatures on homelessness have been studied. The literature review suggests that homelessness is multi-dimensions and caused by various reasons. It is observed that, the interactions between the government and the third sector organizations in homelessness are likely under-researched. On the other hand, apart from the government in Hong Kong, many countries have tried to tackle the homeless issues. In this paper, the homeless situations in Hong Kong, England and the United States will be studied and analyzed. Also, the weaknesses of homeless assistances in Hong Kong will be examined, and certain insights from the international experiences in homeless assistances will be drawn. Regarding the above interactions, this paper has attempted to examine the co-operation between public and third sector organizations in the homelessness of Hong Kong. This study argues that, the homelessness in Hong Kong is not tackled successfully, by reason of the failure in the co-operation between the government and third sector organizations. Hypotheses and analytical framework are suggested for exploring the above co-operation. Subjects: Homelessness - China - Hong Kong

Book excerpt: In Hong Kong 'Unemployed' and 'Homeless' are terms that are often used to refer to people who are marginalized from society, either because of high property prices and expensive rent, or government policies that are ineffective. Most of the "marginal" group are living outside. People avoid them, and the government tries to isolate them, so that they do not have much chance to re-integrate with society. My thesis is based on the social circular economic theory and explores creating housing and community for the homeless population by utilizing an abundant local material: bamboo. The introduction of a bamboo forest in turn provides an economic infrastructure for community; while assisted design and build activities provide this "marginal" group an opportunity to participate in building their society.

Book excerpt: This book explores, situates, and discusses the contours of urban inclusivity amidst and beyond the well-researched neoliberal turn in urban governance. While it is generally accepted that urban social issues are susceptible to global woes, these perceptions draw only limited attention to the plurality of interventions that cities undertake—or facilitate—in managing their social turfs. By addressing the apparent lack of theorizations on everyday heterogeneities in urban place-making, especially in non-Western contexts, this book highlights the role of inclusionary practices by different stakeholders as an explicit pattern of urbanization. It does so by focusing on old urban centralities that have an outspoken history in experimenting with inclusivity. The book is guided by two interrelated questions: (1) What particular urban settings promote inclusionary features in contrast to the conspicuous exclusionary mechanisms of market-led urbanization, and (2) how do we conceptualize these features in dialogue with concurrent urban theories that continue to grapple with the structural properties of exclusionary urbanization under the auspices of the neoliberal turn and gentrification? To answer these questions, the chapters provide a rich empirical account of inclusionary initiatives by the city governments, the voluntary organization sector, and informal communities, each revealing a unique new set of spatial approaches to urban inclusivity.
