Book excerpt: This study summarises the main findings from a survey conducted among a sample of European cities and towns, composed of 133 local administrations across 16 EU Member States. A specific feature of the research is that findings are also analysed according to city size (ranging from small towns to large metropolitan areas), allowing for the detection of possible differences in terms of number of homeless people, profiles, trends, and policies between cities, both before and during the Covid-19 pandemic. Overall, there are indications that city size matters when it comes to homelessness. For example, only local administrations from smaller urban areas (though obviously not all of them) report 'zero homelessness'; on the other hand, in those smaller urban areas that do experience homelessness, more variation in profile type is observed. Furthermore, during the pandemic, it was largely the smaller urban areas that maintained stable numbers of homeless people. More research is needed to fully understand the exact cause of these differences. The observation that smaller urban areas more often experience 'zero homelessness' may be rooted in more effective (prevention) policies, migration to larger cities, or due to different definitions or methodologies to measure homelessness. Improving policies that aim to tackle homelessness and precarious living conditions fits with the 'Leaving No One Behind' principle, which is crucial in the United Nations' Sustainable Development Goals framework and in several EU initiatives, among those the European Pillar of Social Rights.

The COVID-19 pandemic appears to have increased the prevalence of people living in inadequate shelter due to sudden income shocks. However, publicly available data on the global homeless population are extremely rare. In this book, the authors first compile a newly created database that includes data on homeless populations in various countries and cities in Europe, Australia, and the United States. They then shed light on the relationship between a country' s institutional characteristics and the size of its homeless population: countries with higher rates of homelessness are those that have experienced a greater increase in inequality and a higher proportion of migrants. Second, the authors present and discuss the results of survey data collected among homeless people in three cities in Italy. Their findings show that a significant majority of the homeless are divorced men in the middle phase of their lives, with unemployment and family breakdown as the primary reasons for their homeless status

Book excerpt: Homelessness has been an ongoing public health crisis in major cities throughout the United States. The COVID-19 pandemic has strained the country’s social service and healthcare system, thus worsening the conditions faced by over half a million homeless Americans. This study aimed to determine whether the COVID-19 pandemic impacted the number of homeless individuals, funding for homeless services and homelessness prevention, and availability of social services. To answer these questions, this study conducted a thorough secondary data analysis of New York City’s publicly available data as well as primary research conducted by the Coalition for the Homeless. Additionally, this study conducted 10 interviews with social service providers from various professional backgrounds who had served the homeless community in varying capacities since the start of the pandemic. The findings revealed the following: (1) Homeless single adults seeking shelter within DHS-funded shelters gradually increased from FY19 to FY21; (2) funding fluctuated from FY19 to FY22 due to the awarding and expiration of several emergency funding streams; and (3) access to services was disrupted, leaving many homeless individuals struggling to meet their needs. These findings indicated that the COVID-19 pandemic negatively impacted the homeless single adult population in New York City overall, and also that city and state responses during times of crisis need to improve. Given the gaps in the literature and the response from government agencies, this study recommended that further research is conducted to examine the relationship between homelessness and public health emergencies. It also recommended active collaborations between researchers and decision-makers for addressing the root causes of homelessness—not just the symptoms.
