This book draws on the analogies of knights and knaves by building on Bath of Steel to focus on how this system has been constructed and then maintained. To depict its shortcomings, it has been ranged against a psychologically informed perspective (PSIP) to show how those entrapped can eventually exit the perpetual treadmill. But there are numerous vested interests which militate against those clients, duly labelled from ever emotionally recovering. The interplay between politicians, bureaucrats, academics, practitioners and clients is explored to detail how the poor have become a raw material which feeds this machine. The problem has elicited a variety of societal and public policy responses over the years, concomitant with fluctuations in the economy and changes in the demographics of and attitudes toward poor and disenfranchised citizens. In recent decades, federal agencies, nonprofit organizations, and the philanthropic community have worked hard to develop and implement programs to solve the challenges of homelessness, and progress has been made. However, much more remains to be done. Importantly, the results of various efforts, and especially the efforts to reduce homelessness among veterans in recent years, have shown that the problem of homelessness can be successfully addressed. Although a number of programs have been developed to meet the needs of persons experiencing homelessness, this report focuses on one particular type of intervention: permanent supportive housing (PSH). Permanent Supportive Housing focuses on the impact of PSH on health care outcomes and its cost-effectiveness. The report also addresses policy and program barriers that affect the ability to bring the PSH and other housing models to scale to address housing and health care needs.

It focuses on the ideas that have shaped the development of British social policy, and on the thinkers who have inspired and also contested the welfare state. It thereby constructs an intellectual history of British welfare since the concept first emerged at the end of the nineteenth century. The essays divide into four sections. The first considers the transition from laissez-faire to social liberalism from the 1870s, and the enduring impact of late-Victorian philosophical idealism on the development of the welfare state. It focuses on the moral philosophy of T. H. Green and his influence on key figures in the history of British social policy like William Beveridge, R. H. Tawney, and William Temple. The second section is devoted to the concept of 'planning' which was once, in the mid-twentieth century, at the heart of social policy and its implementation, but which has subsequently fallen out of favour. A third section examines the intellectual debate over the welfare state since its creation in the 1940s. Though a consensus seemed to have emerged during the Second World War over the desirability and scope of a welfare state extending 'from the cradle to the grave', libertarian and conservative critiques endured and re-emerged a generation later. A final section examines social policy and its implementation more recently, both at grass roots level in a study of community action in West London in the districts made infamous by the fire at Grenfell Tower in 2017, and at a systemic level where different models of welfare provision are shown to be in uneasy co-existence today. The collection is a tribute to Jose Harris, emeritus professor of history in the University of Oxford and a pioneer of the intellectual history of social policy. Taken together, these essays conduct the reader through the key phases and debates in the history of British welfare.

Ravenhill discusses the biographical, structural and behavioural factors that lead to homelessness. Amongst the important and unique features of the study are: the use of life-route maps showing the circumstances and decisions that lead to homelessness, a systematic study of the timescales involved, and a survey of people's exit routes from homelessness. Ravenhill also identifies factors that predict those most vulnerable to homelessness and factors that prevent or considerably delay the onset of homelessness.

Book excerpt: Mainstream addiction science sees addiction either as a biomedical disease that renders one incapable of self-control or as a voluntary practice engaged in freely. In On Addiction, Darin Weinberg shows how this dynamic is deeply influenced by a series of binaries (free will/determinism, mind/body, objectivity/subjectivity) that hinder our understanding of addiction. Here, he offers a new theorization of addiction in which he breaks down these contradictions and incompatibilities, calling into question the taken-for-granted distinction between the “biological” and the “social.” To the extent that it is understood as a loss of self-control over one’s behavior, addiction, Weinberg contends, requires a supple theoretical framework that provides for movements into and out of self-control, for the social and natural processes that influence these movements, for the historical contexts within which they occur, and for the ethical ramifications of taking them seriously. To create this framework, Weinberg brings together history, ethnography, and critical theory as well as the clinical and social sciences. In this way, Weinberg takes a more holistic approach to examining the fundamental nature and ethics of addiction.
