Book excerpt: The Home Rule Bill, passed by the British parliament in 1912, was due, when it came into effect in 1914, to give Ireland some control over her own affairs for the first time since the Act of Union in 1800. However, this was postponed when the First World War broke out and by the time the war had ended the political landscape in Ireland had changed irrevocably. The nationalist movement split into the followers of John Redmond who chose to fight for the British in the war in the hope that their loyalty would be rewarded and those on the other side who felt that this was just a delaying tactic and that 'England's difficulty [was] Ireland's opportunity'. Meanwhile the Unionists were violently opposed to any form of Irish self government, believing that 'Home rule is Rome rule' and this led to the signing of the Ulster Covenant and the establishment of the Ulster Volunteers. The respected historians who have contributed to this book examine the reaction to the Home Rule Bill across many shades of political opinion across these islands and give a fascinating analysis of what might have been if external events had not overtaken local ones.

The Irish revolution began with the Ulster crisis of 1912 followed by the Irish Nationalist Party securing the passage of the Home Rule Act in 1914. By then, however, the Great War had broken out: the Act was suspended for the duration of the war, with the violent Ulster opposition to it still unresolved. But the war changed everything. Over thirty thousand Irish troops died. A radical nationalist minority rebelled against British rule at Easter 1916, an event that established itself as the foundation date of a new, more assertive nationalism. In 1918 Sinn Féin supplanted the old Nationalist party and formed its own assembly in Dublin. At the same time the IRA began an armed campaign against British Rule. By 1922, Britain had withdrawn from twenty-six of the thirty-two counties of Ireland which now constituted the Irish Free State. The Ulster problem had, however, never been resolved. Given that British fascism was a phenomenon of the inter-war period, first making its appearance shortly after the Irish question had been constitutionally settled by the creation of the Irish Free State and the autonomous entity of Northern Ireland, it has been understandable that British historians should focus chiefly on developments in Britain. In the process, however, Northern Ireland as a site of fascist interest and activity has been largely overlooked; yet it engaged the attention of all the significant fascist movements, from Rotha Lintorn-Orman's British Fascists and Sir Oswald Mosley's British Union of Fascists to the less significant Imperial Fascist League in the inter-war period, Mosley's Union Movement in the post-war period and the National Front and British National Party during the period of the Troubles, together with smaller formations thereafter. In focusing on Northern Ireland, this study provides insights into the strengths and weaknesses of British fascist organisations throughout the twentieth century. It also demonstrates that the region was an extremely difficult terrain for those organisations to cultivate, whether they were supportive of nationalism/republicanism or Unionism/loyalism.

It was a time, argues Ronan Fanning, when violence and the threat of violence trumped democratic politics. This is a contentious view. Historians have wished to see the events of that decade as an aberration, as an eruption of irrational bloodletting. And they have have been reluctant to write about the triumph of physical force. Fanning argues that in fact violence worked, however much this offends our contemporary moral instincts. Without resistance from the Ulster Unionists and its very real threat of violence the state of Northern Ireland would never have come into being. The Home Rule party of constitutionalist nationalists failed, and were pushed aside by the revolutionary nationalists Sinn Fein. Bleakly realistic, ruthlessly analytical of the vacillation and indecision displayed by democratic politicians at Westminster faced with such revolutionary intransigence, Fatal Path is history as it was, not as we would wish it to be.
