Book excerpt: The threat of a cyber attack to the UK is so serious it is marked as a higher threat than a nuclear attack. One can steal more on the internet than they can by robbing a bank and online criminals in 25 countries have chosen the UK as their number one target. Astonishingly, some are operating from EU countries. If we don't have a 21st century response to this 21st century crime, we will be letting those involved in these gangs off the hook. After a 10 month inquiry the Committee concluded that: a dedicated state of the art espionage response team should be established so that attacks can be immediately reported; Banks must be required to report all e-crime fraud to law enforcement; it is alarmed that CEOP is having its budget cut by 10% over 4 years, its experienced Chief Executive is leaving and it could lose its laser-like focus when merged with the National Crime Agency; it is still too easy for people to access inappropriate online content and those responsible need to take stronger action to remove such content - the Government should draw up a mandatory code of conduct with them to remove material which breaches acceptable standards; the DPP should review sentencing guidance and ensure e-criminals receive the same sentences as if they had stolen the same amount of money or data offline; the Government should look at setting up a similar organisation to the Internet Watch Foundation focused on reporting and removing online terrorist content

Book excerpt: For the first time the Committee has collated the backlog of outstanding cases in the various areas where the UK Border Agency deals with casework. This report criticises the Agency for failing to conclude the total backlog of 276,460 cases. The Committee makes a number of key recommendations: a team should be established to examine why the 3,900 foreign national offenders living in the community as of 4 April have not been deported; deportation proceedings for foreign national prisoners must begin at the time of sentencing; a list of those countries refusing to accept the return of their own criminals who have committed offences in the UK must be published; the Agency should expand its checks to include a wider range of databases in order to assist with tracing of those in the controlled archive; students should be removed from net migration target; face to face interviews for all foreign students must be compulsory; the Agency must be represented at 100%, not 84%, of all tribunal hearings; all inspection visits on Tier 4 must be unannounced; the Agency must inform the informants as to possible illegal immigrants of the outcome of their tip-off and provide a breakdown of the outcomes of its enforcement visits. The Committee reiterates that Senior Agency staff should not receive bonuses until the Agency's performance improves and bonuses paid in the past contrary to the Committee's recommendations should be repaid

Book excerpt: The Home Affairs Committee says that, faced with the prospect of funding cuts, the police service will have to fundamentally re-think the way in which it provides back-office functions in order to support the front-line. It says across the board the service needs more support from Government to allow the service to find new ways of maximising service levels and efficiency, such as involving the private sector, or exploring force mergers. Although figures show overall rises in both the number of police officers and the number of police staff employed across the service over the past five years this varied significantly across forces with 13 forces reporting a reduction over the same period. On the basis of provisional financial information from the Government, some forces are planning to cut officer numbers in the next financial year. The position after 2011 is unclear as the Government has given no indication of funding settlements after that, but all forces believe they will have to make significant spending cuts. The Committee believes it may be time to review the entire means by which money is allocated to forces, as the distribution of the police national grant is seen as a barrier to maximising resources. It has become clear to the Committee that voluntary mergers can enable forces to make substantial savings. And in the right circumstances, the private sector can provide the police with expertise they may lack, value for money in service delivery and a source of up-front investment.

On 22 June 1948, as the ship's passengers disembarked, frantic preparations were already underway for 5 July, the Appointed Day when the nation's new National Health Service would first open its doors. The relationship between immigration and the NHS rapidly attained - and has enduringly retained - notable political and cultural significance. Both the Appointed Day and the post-war arrival of colonial and Commonwealth immigrants heralded transformative change. Together, they reshaped daily life in Britain and notions of 'Britishness' alike. Yet the reciprocal impacts of post-war immigration and medicine in post-war Britain have yet to be explored. Contagious Communities casts new light on a period which is beginning to attract significant historical interest. Roberta Bivins draws attention to the importance - but also the limitations - of medical knowledge, approaches, and professionals in mediating post-war British responses to race, ethnicity, and the emergence of new and distinctive ethnic communities. By presenting a wealth of newly available or previously ignored archival evidence, she interrogates and re-balances the political history of Britain's response to New Commonwealth immigration. Book excerpt: The Government intends to place an immigration cap on non-EEA economic migrants to the UK. This is currently controlled through the points based system (PBS) under which those wishing to work or study in the UK must gain points for certain attributes in order to qualify for entry. The PBS consists of five tiers: Tier 1: Highly-skilled migrants; Tier 2: Skilled workers with a job offer; Tier 3: Low skilled workers (indefinitely suspended); Tier 4: Students; Tier 5: Temporary Workers and Youth Mobility (primarily non-economic routes). This report examines: the impact a cap would have on the ability of UK business and industries to recruit the skills and staff they require; the numbers of skilled and non-skilled migrants likely to be affected by a cap on Tiers 1 and 2; the impact and effectiveness of a 'first come, first served' or a pool system for highly skilled migrants under Tier 1; and of a 'first come, first served', a pool, or an auction, system for skilled migrants under Tier 2; whether and how intra-company transfers should be included in a cap; the implications of merging the Resident Labour Market Test and Shortage Occupation Lists; whether dependents should be included in the cap, and the effect of including them. Overall, the Committee believes a cap would make little difference to immigration unless it was set at virtually zero. There is a risk that a permanent cap could hamper businesses, prevent top-class international professionals from coming to the UK and damage the UK's ability to recruit the most distinguished scientists into universities.

Book excerpt: In a brief report, the Home Affairs Committee highlights areas of concern in the supply of Tasers to police forces in England and Wales including the issue of having a monopoly distributor of Tasers. This monopoly supplier had their authority revoked after one of the directors of the company gave an 'unauthorised' Taser to police for use in the hunt for Raoul Moat. Following the revocation of the authority, the Home Affairs Committee held an urgent evidence session in response to suggestions that some police forces were due to run out of Taser stock. During the course of the evidence session, the Committee discovered that a new company had been awarded the authority to supply Tasers to police forces in England and Wales. The Committee expressed concern over a number of issues, including: that police forces in England and Wales were close to running out of Taser cartridges following the revocation of the authority of the original company; that there appeared to be widespread confusion about the parameters of the authority to supply Tasers. Not only did the company distribute an ’unauthorised' Taser to Northumbria Police, it had previously sold the same make of Taser to the National Police Improvement Agency; that the new holder of the authority to supply Tasers to police forces in England and Wales is extensively linked to the former distributor, the new company consisting of more or less identical personnel operating in the same premises with a near-duplicate website and also concern about the adequacy of a monopoly supplier business model in police procurement and urges the Home Office to examine other options in order to encourage competition and ensure that potential monopoly profits are not given to a particular company or group of individuals.

The backlog of asylum cases that should have been cleared by 2011 has reached 32,600, with some people waiting up to 16 years for a decision. Thousands appear to be living in a sub-standard level of housing as part of the COMPASS contract supplied by the private contractors G4S, Serco and Clearel. These companies must be held accountable. The quality of decision making is also of great concern as 30% of appeals against initial decisions were allowed in 2012. The impact of decisions are grave - if asylum is not granted when it should be then the UK is failing to protect a vulnerable person. If asylum is granted when it is not deserved then the UK may well end up harbouring war criminals and terrorists. Those who apply for asylum should be checked against national and international law enforcement agency and security databases to ensure that we are not harbouring those who intend us harm. The Home Secretary has to give assurance that any anomalies in the process, which have allowed decisions such as this to take place, are addressed immediately. The are also oncerns about the level of support available to those who seek asylum in the UK. The Immigration and Asylum Act 1999 section 4, which provides a reduced support system for asylum seekers who had had their claim refused but were unable to return to their country of origin through reasons that were no fault of theirs, is not a solution.

The Government must make its public profile and reputation a more central part of its work in the Gulf, consider how it can best support much-needed economic and political reforms, and how it can explain its policies and point to specific achievements when speaking to the public at home and in the Gulf. In Saudi Arabia, the Government must convert its promising steps so far in providing assistance on legal and judicial reform into solid and reportable programmes. In Bahrain, it must work to secure access for NGOs and the UN Special Rapporteur on Torture, and press more strongly for swifter implementation of reforms. Saudi Arabia's role as a key buyer for the UK defence industry is controversial but the report finds little to suggest that ending defence sales from the UK would have any positive effect. The aggressive way in which the Bahraini security forces handled events in 2011 has deeply damaged Bahrain's reputation. The recommendations of the Bahrain Independent Commission of Inquiry (BICI) were sensible and the Bahraini government's failure fully to implement them is inexplicable.
