In which countries does the Holocaust form part of classroom teaching? Are representations of the Holocaust always accurate, balanced and unprejudiced in curricula and textbooks? This study, carried out by UNESCO and the Georg Eckert Institute for International Textbook Research, compares for the first time representations of the Holocaust in school textbooks and national curricula. Drawing on data which includes countries in which there exists no or little information about representations of the Holocaust, the study shows where the Holocaust is established in official guidelines, and contains a close textbook study, focusing on the comprehensiveness and accuracy of representations and historical narratives. The book highlights evolving practices worldwide and thus provides education stakeholders with comprehensive documentation about current trends in curricula directives and textbook representations of the Holocaust. It further formulates recommendations that will help policy-makers provide the educational means by which pupils may develop Holocaust literacy.

Book excerpt: The Holocaust/Genocide Template in Eastern Europe discusses the “memory wars” in the course of the post-Communist re-narration of history since 1989 and the current authoritarian backlash. The book focuses specifically on how “mnemonic warriors” employ the “Holocaust template” and the concept of genocide in tendentious ways to justify radical policies and externalize the culpability for their international isolation and worsening social and economic circumstances domestically. The chapters analyze three dimensions: 1) the competing narratives of the “universalization of the Holocaust” as the negative icon of our era, on the one hand, and the “double genocide” paradigm, on the other, which focuses on “our own” national suffering under – allegedly “equally” evil – Nazism and Communism; 2) the juxtaposition of post-Communist Eastern Europe and Russia, reflected primarily in the struggle of the Baltic states and Ukraine to challenge Russian propaganda, a struggle that runs the risk of employing similarly distorting and propagandistic tropes; and 3) the post-Yugoslav rhetoric portraying one’s own group as “the new Jews” and one’s opponents in the wars of the 1990s as (akin to) “Nazis”. While teachers are hesitant in making use of this treasure of source materials, learners are familiar with the figure of the eye-witness as communicated via film and television. But what can be taught with the help of what in cinematographic terms is often criticised as "talking heads"? What constitutes a good learning setting? And how do users interact with the - usually digitised - video testimonies and the collections that are often available online? In January 2017 experienced educators and researchers attended an international workshop on "Localisation of video testimonies with victims of National Socialism in educational Programmes" and discussed the question of what is good practice in this specific form of educational work. This volume is the result of that process. It provides an insight into the conceptual and practical ideas on which the various programmes are based. Book excerpt: More and more, the descendants of indigenous victims of genocide, land expropriation, forced labor, and other systematic human rights violations committed by colonial powers are seeking reparations under international law from the modern successor governments and corporations. As the number of colonial reparations cases increases, courts around the world are being asked to apply international law to determine whether reparations are due for atrocities and crimes that might have been committed long ago but whose lasting effects are alleged to injure the modern descendants of the victims. Sarkin analyzes the thorny issues of international law raised in such suits by focusing on groundbreaking cases in which he is involved as legal advisor to the paramount chief of the Herero people of Namibia. In 2001, the Herero became the first ethnic group to seek reparations under the legal definition of genocide by bringing multi-billion-dollar suits against Germany and German companies in a number of U.S. federal courts under the Alien Torts Claim Act of 1789. The Herero genocide, conducted in German South-West Africa (present-day Namibia) between 1904 and 1908, is recognized by the UN as the first organized state genocide in world history. Although the Herero were subjected to Germany's First Genocide, they have, unlike the victims of the Holocaust, received no reparations from Germany. By machine-gun massacres, starvation, poisoning, and forced labor in Germany's first concentration camps, the German Schutztruppe systematically exterminated as many as 105,000 Herero women, and children, composing most of the Herero population. Sarkin considers whether these historical events constitute legally defined genocide, crimes against humanity, and other international crimes. He evaluates the legal status of indigenous polities in Africa at the time and he explores the enduring impact in Namibia of the Germany's colonial campaign of genocide. He extrapolates the Herero case to global issues of reparations, apologies, and historical human rights violations, especially in Africa.

As one of the last philosophers of the 19th century, Nietzsche naturally belongs to the so-called ‘historical century’. The contentious exchange with the past and with antiquity – as much as the mechanisms, the dangers, and the lessons of memory and tradition – are continually examined and stand in close relationship with Nietzsche’s vision of life and his project of human development. As Jacob Burckhardt once wrote of the cultural critique to his Basel colleague: "Fundamentally, you are always teaching history" (9/13/1882). Following Burckhardt’s judgment, the contributors focus on the analysis of core questions in the philosophies of history and memory, and their respective convergence in the thought of Nietzsche. The epistemological relevance of these central concepts will be thematized alongside those concerning tradition, and education.
