Book excerpt: The purpose of this study and report was to develop and set forth a drought contingency plan of operation for Hodges Village Dam that would be responsive to public needs during drought periods and identify possible modifications to project regulation within current administrative and legislative constraints. This evaluation was based on preliminary studies utilizing readily available information. The scope of this drought contingency plan includes a description of existing water supply conditions, the possibility of reallocation of reservoir storage within specified limits, water quality evaluation, discussion of impacts on other project purposes, effects on the environment, and summary and conclusions. This project is not considered to be a good location for storage of water for public water supply purposes during drought emergency. Under the existing conditions in the reservoir, a poor quality of water degraded by algae blooms and elevated levels of color, turbidity, iron, manganese, taste and odor will result. The stored water may be acceptable for industrial water supply or related activities.

Book excerpt: Westfield Lake can provide up to approximately 475 acre-feet (155 million gallons) of reservoir storage for drought emergency purposes without having a significant adverse impact on the projects flood control effectiveness. The water quality would be degraded by levels of iron, manganese, color, taste, and odor which would likely make it undesirable as a public water supply source. However with standard treatment methods the water could be made portable. Without treatment, the water might still be suitable for industrial water supply and definitely would be usable for fire-fighting purposes.

The project can provide up to 1,825 acre-feet (595 million gallons) of water reservoir storage. The water at Tully Lake is of basically good quality but has high levels of color, iron and manganese which would have to be removed by standard treatment methods before it would be suitable for public water supply. Without treatment the water would still be suitable for agricultural uses, fire fighting, and some industrial uses.
