Right now, we are experiencing a domestic epidemic that demands a renewed commitment, increased public attention, and leadership. The Office of National AIDS Policy was tasked with developing a National HIV/AIDS Strategy with three primary goals: 1) reducing the number of people who become infected with HIV; 2) increasing access to care and improving health outcomes for people living with HIV; and, 3) reducing HIV-related health disparities. To accomplish these goals, we must undertake a more coordinated national response to the epidemic. The Federal government can't do this alone, nor should it. Success will require the commitment of governments at all levels, businesses, faith communities, philanthropy, the scientific and medical communities, educational institutions, people living with HIV, and others. Countless Americans have devoted their lives to fighting the HIV epidemic and thanks to their tireless work we've made real inroads. People living with HIV have transformed how we engage community members in setting policy, conducting research, and providing services. Researchers have produced a wealth of information about the disease, including a number of critical tools and interventions to diagnose, prevent, and treat HIV. Successful prevention efforts have averted more than 350,000 new infections in the United States. And health care and other services providers have taught us how to provide quality services in diverse settings and develop medical homes for people with HIV. This moment represents an opportunity for the Nation. Now is the time to build on and refocus our existing efforts to deliver better results for the American people. The vision for the National HIV/AIDS Strategy is simple: “The United States will become a place where new HIV infections are rare and when they do occur, every person, regardless of age, gender, race/ethnicity, sexual orientation, gender identity or socioeconomic circumstance, will have unfettered access to high quality, life-extending care, free from stigma and discrimination.”

This is certainly the case with its spread throughout Asia and Africa. In this new work, the author draws upon statutes and court decisions from across the United States to provide a comprehensive and current picture of the many facets of HIV/AIDS law, including health policy; confidentiality; privacy; bioethics; the workplace; and criminal law and corrections. The volume of legal, medical, social science, and popular literature pertaining to HIV/AIDS that has been published over the past two decades is staggering. Hence, any addition to this collection needs some justification. What Dickson offers is different from what has preceded. Rather than one more contribution to the extensive legal or social science literature, this book attempts to integrate the perspectives from two fields: law and social work. The hope is that this will give social workers, practitioners, and teachers a better understanding of one of the major issues that may face them in their work with patients and clients every day. To date, although there is extensive HIV and AIDS-related literature in social work and the social sciences, it is primarily focused on social work practice issues. By that time, nearly 100,000 persons in the United States may have been infected with human immunodeficiency virus (HIV). By the time the routes of transmission were clearly identified and HIV was established as the cause of AIDS in 1983, over 300,000 people may have been infected. That number has continued to increase, with approximately 1,000,000 Americans believed to be infected in 1991. The epidemic is of great public health concern because HlV is infectious, causes severe morbidity and death in most if not all of those infected, and often occurs in relatively young persons. In addition, the cost of medical care for a person with HIV disease is high, and the medical care needs of HIV-infected persons place a severe burden on the medical care systems in many areas. Understanding and controlling the HIV epidemic is a particularly difficult challenge. The long and variable period between HIV infection and clinical disease makes it difficult both to forecast the future magnitude of the epidemic, which is important for health care planning, and to estimate the number infected in the last several years, which is important for monitoring the current status of the epidemic.
