Not all of the gaps are too wide for bridge building; in Peru, Dickson provides an example of how history can be deployed to mutual advantage. The Foreign Service has long sought to improve its training, to provide some form of “playbook” or “operating manual” with systematic case studies for its officers. In History Shock Dickson provides not only a model for such case studies but also a unique contribution of an interpretive framework for how to remedy this deficit, including recommendations for strengthening historical literacy in the Foreign Service.

It is, rather, a distillation, in words which any layman can understand, of the long struggle by the medical profession, and by influencail civilians of an understanding frame of mind, to persudae the Service Chiefs, in particuliar Senior army pfficers, that soldiers can only stand so much fighting. In the First World War, as Babington points out, men were shot at dawn for cowardice or desertion. One can only wonder that many more didn't crack up under the appalling stress to which they were subjected. By 1939 the situation had improved, and of course the Second World War was a much more mobile affair, without the set-piece mass slaughter that characterised the earlier conflict. It may also be remarked that it was much easier for the average private soldier to realize that he was fighting for a good cause, the Nazis being more readily identifiable as bogeymen than the soldiers of the Kaiser. There are those who argue that in the postwar era, things have gone too far in the opposite direction. Indeed Babington quotes the Duke of Edinburgh as saying: "We didn't have counsellers rushing around every time someone let off a gun asking "Are you alright" You just got on with it." Nonetheless few would argue that a counsellor is preferable to a firing squad. Judge Babington has produced a fascinating, if sometimes harrowing, study of the effects of war upon the fighting soldier, of the gradual understanding of the problem of battle fatigue and of the more merciful and sympathetic approach to its treatment. Readers of his earlier works will appreciate that it is a subject which he is uniquely qualified to handle.

Book excerpt: A history of Toxic Shock Syndrome In 1978, doctors in Denver, Colorado observed several healthy children who suddenly and mysteriously developed a serious, life-threatening illness with no visible source. Their condition, which doctors dubbed ‘toxic shock syndrome’ (TSS) was rare, but observed with increasing frequency over the next few years in young women, and was soon learned to be associated with a bacterium and the use of high-absorbency tampons that had only recently gone on the market. In 1980, the Centers for Disease Control identified Rely tampons, produced by Procter & Gamble, as having the greatest association with TSS over every other tampon, and the company withdrew them from the market. To this day, however, women are frequently warned about contracting TSS through tampon use, even though very few cases are diagnosed each year. Historian Sharra Vostral’s Toxic Shock is the first and definitive history of TSS. Vostral shows how commercial interests negatively affected women’s health outcomes; the insufficient testing of the first super-absorbency tampon; how TSS became a ‘women’s disease,’ for which women must constantly monitor their own bodies. Further, Vostral discusses the awkward, veiled and vague ways public health officials and the media discussed the risks of contracting TSS through tampon use because of social taboos around discussing menstruation, and how this has hampered regulatory actions and health communication around TSS, tampon use, and product safety.
