Book excerpt: This volume is the latest in a series of biennial assessments of the scientific and technical quality of the Army Research Laboratory (ARL). The current report summarizes findings for the 2007-2008 period, during which 95 volunteer experts in fields of science and engineering participated in the following activities: visiting ARL annually, receiving formal presentations of technical work, examining facilities, engaging in technical discussions with ARL staff, and reviewing ARL technical materials. The overall quality of ARL's technical staff and their work continues to be impressive, as well as the relevance of their work to Army needs. ARL continues to exhibit a clear, passionate concern for the end user of its technology--the soldier in the field. While two directorates have large program-support missions, there is considerable customer-support work across the directorates, which universally demonstrate mindfulness of the importance of transitioning technology to support immediate and near-term Army needs. ARL staff also continue to expand their involvement with the wider scientific and engineering community. This involvement includes monitoring relevant developments elsewhere, engaging in significant collaborative work (including the Collaborative Technology Alliances), and sharing work through peer reviews. In general, ARL is working very well within an appropriate research and development niche and has been demonstrating significant accomplishments.

When requested to do so by ARL, the ARLTAB also examines work that cuts across the directorates. For example, during 2011-2012, ARL requested that the ARLTAB examine crosscutting work in the areas of autonomous systems and network science. The overall quality of ARL's technical staff and their work continues to be impressive. Staff continue to demonstrate clear, passionate mindfulness of the importance of transitioning technology to support immediate and longer-term Army needs. Their involvement with the wider scientific and engineering community continues to expand. Such continued involvement and collaboration are fundamentally important for ARL's scientific and technical activities and need to include the essential elements of peer review and interaction through publications and travel to attend professional meetings, including international professional meetings. In general, ARL is working very well within an appropriate research and development niche and has been demonstrating significant accomplishments, as exemplified in the following discussion, which also addresses opportunities and challenges.

As the "high technology" service, the Air Force has always searched for ways to continuously improve its science and technology enterprise. In that context, the making of AFRL was not a bureaucratic accident. Rather, it was the product of a complex mixture of historical forces and pressures at work that convinced people at all levels that the time was ripe to bring about fundamental reform in how the Air Force conducts its business of science and technology. In terms of significance, a wealth of past studies has focused on almost every aspect of the "operational" side of the Air Force. But there has been a scarcity of available scholarly studies that address the far-reaching implications of science and technology. This book is a major contribution that helps fill that gap. Organization and infrastructure are critically important components of the total science and technology picture. Thus, the manner in which its laboratory system is organized is a critical factor in the Air Force's ability to assure that it is investing in and delivering the most relevant technologies possible. This book documents how the Air Force moved from 13 separate labs to one consolidated lab. The narrative is divided into two parts. Part one addresses the reasons why the Air Force decided to consolidate its far-flung science and technology enterprise into one lab. How the new lab was implemented is the focus of part two. This study is especially revealing because the reader is given access to the inner workings and struggles of a major Air Force organizational restructuring through interviews with key individuals who participated directly in the decision-making process to establish a single lab. Book excerpt: The Army has employed several basic organizational management constructs to conduct its research and development (R & D). They are the independent operation of the laboratories under the Technical Services, the Army Materiel Command (AMC) corporate labs complemented with the commodity-oriented labs, the parallel R & D and Readiness commands under the Materiel Development and Readiness Command, the Laboratory Command (LABCOM) construct, and the Army Research Laboratory (ARL) construct. As such, organizational management of Army combat materiel research in areas such as physics, chemistry, and electronics has progressed from a loosely structured decentralized construct to today's consolidated and centralized control mechanism. During the first 162 years, from 1800 to 1962, while the labs operated independently under no formal central structure, major world events included the conduct and end of the World Wars and the Korean War. In 1915, the U.S. government was very concerned about how its military might perform in the future should the nation be drawn into another war. Thomas Edison publicly opined that scientific research aimed at military applications and the technological superiority such efforts would bring was the answer to the government's concern. His remarks were an influential event in military research. In 1916, Congress established the Naval Research Laboratory and charged it with conducting research aimed at military applications in order to establish technological superiority for the U.S. military. Although the Army did not seek an analogous research center, it did support several centers of innovative research in key areas of Army interest.

Book excerpt: During the last 202 years, the Army has employed three basic organizational management constructs to conduct its research and development (R & D): the independent operation of the laboratories, the Laboratory Command construct, and the Army Research Laboratory construct. Once again, it is looking to solve the same R & D problems that have persisted through these many decades and constructs. Four major R & D issues have emerged as key elements for the Army1s next move: how it defines the money stream, working relationships, the transition time between research and fielded equipment, and improving R & D visibility. The Army needs an R & D construct that can quickly adapt to changes in research agendas, budget levels, response times, personnel levels, and stakeholders. In short, history directs the Army to design and implement a new R & D construct that addresses its key R & D issues and is adaptive.
