After the battle of Fredricksburg in December, 1862, and a second attempt by the Army of the Potomac to move on the enemy later in the winter, and which simply resulted in its sticking in the mud, the conclusion was irresistible that an army encamped on either side of the Rappahannock river during the months of December, January, February, March and April was so thoroughly encased in mud that any important movement was practically impossible, and both armies settled down to the simple task of watching each other. Cavalry could get about after a fashion, and the Eastern battalion of the Third Indiana Cavalry took its turn with the Eighth Illinois and Eighth New York in picketing the right flank of the army in the vicinity of Dumfries and Quantico creek until about the middle of April. At this time the brigade to which it belonged, under command of Colonel Davis, of the Eighth New York, moved up the Rappahannock to the vicinity of Warrentown, where it confronted the confederate cavalry watching the approaches to the left flank of Lee's army. Every move of either resulted in some kind of an encounter with the other. Colonel Davis' brigade crossed the Rappahannock on April 15 at Beverly Ford for the purpose of making a reconnoissance, and on the return the rear guard, consisting of Companies E and F of the Third Indiana, was charged by a much superior force of the enemy, and twenty men, including Lieutenant Shannon, of Company E, were captured with their horses. In the record we find no report by any federal officer of this affair save the mention of the loss in men, horses and arms. But at page 88, Vol. XXV, Part 1, we find a rather accurate account (as far as it goes) by R. L. T. Beale, colonel commanding Ninth Virginia...

That I should "get up" such a history, was suggested to me by a Sergeant of Company G, while on picket with him, and all, both officers and men, said "write it." So, of course, I could not reasonably either refuse or neglect to make the best effort in my power, under the circumstances in which I was placed. It has been accomplished in the shelter-tent, or in the open air, surrounded by my noisy comrades, and it has cost me some pains-taking to procure correct data, and to arrange it; and I feel assured that my difficulties in this respect will be appreciated. If any mistake should appear, I hope it will be attributed to these difficulties I have labored under in "the work." Some things may not appear so plain as might be desired, but I have endeavored to make as plain and as full a history as possibly could be got into so small a compass. It has been urged by a few that deserters should be exposed to the public, but the majority are of a different opinion. Indeed, there are but very few of those who deserted from our Regiment that did not repentantly return, and were restored to duty and favor. Book excerpt: Excerpt from History of the Thirty-Third Indiana Veteran Volunteer Infantry During the Four Years of Civil War, From Sept: 16, 1861, to July 21, 1965 When the publication of this volume was first suggested, the author well knew that it would be an impossibility to write a complete history of the Thirty-third Indiana. When the war closed, all the original records of the regiment were passed directly into the archives of the War Department at Washington, D. C., and as near as can be ascertained duplicate copies of them were not retained by any of the officers. These papers were further made more difficult of access in 1891, by order of the then Secretary of War Elkins, prohibiting reference to them by any one in search of data for regimental histories. However, in this respect it has not been an entire failure, as the published "Records of the Rebellion" contain much data - but not all, by any means - of prime importance. Only those who have undertaken the task of writing a history of a regiment that had seen active service from the beginning to the end of the Civil War, can fully understand the difficulties that exist under the conditions noted. Harassed on every hand by obstacles of varying degrees; often checkmated at the very moment some important data were about to be grasped; and failure to receive the hearty co-operation of many who were equally interested, are incidents in the collection of material for this regimental history that have at times well-nigh jeopardized the completion of the work and worn out the patience of the writer. As a literary effort, the volume does not rank with the productions of a Bancroft, or a Macaulay, and there have been no aspirations to that distinction. It may not even reach the dignity of its title, "History," but that is immaterial. Distinction and title are matters of no real concern. The principal object has been to group together the facts relating to the part taken by the regiment in the Civil War, in as concise a form as possible, so that they could be reached by those who desired to consult them, without making an interminable search through scattered records.
