That President Wilson signed the joint resolution of Congress declaring a state of war to exist, and at that moment the United States went upon a war basis. On the same date, seventeen minutes later, the Club held a general meeting and appointed its War Committee. Ours was the first Club in the country to act along these lines, and remarkable results were achieved by this Committee. The War Committee's first meeting was held on April 12. Among the recommendations of the sub-committee on Plan and Scope was one to the effect that the President of the Club should officially communicate to members of both Houses of Congress the Club's sentiments as to universal compulsory military training, etc. In conformity therewith I prepared and sent the letters. There were many very cordial and encouraging replies, including one especially so from President Wilson. There was one reply, though, which challenged my patriotism, and incidentally became the subject of widespread publicity and discussion. The letter in question came from Congressman W. E.
