Originally I had intended that the trilogy would come to a close with the centenary of the founding of the First International in September 1964. But before I could finish writing the third volume the tragedy of the Communist revolution in Czechoslovakia had played itself out. 'The Spring of Prague' of 1968, having set in motion a process of change from a Communist dictatorship to a Socialist democracy, was followed within a few months by the invasion of the armies of the five Warsaw Pact powers to forestall reformation in Czechoslovakia. Both revolution and counter-revolution were events of the utmost significance for the history of Socialism-the revolution, for showing that it was possible for a Communist system of totalitarian dictatorship to be transformed without resort to force; and the counter-revolution, for showing how the regime in the Soviet Union has remained essentially unaltered since Stalin's death. The invasion of Czechoslovakia brutally called in question any optimistic perspective of development within the Soviet Union itself.

Book excerpt: This book addresses the relationship between Moscow and Havana in the period from the Russian Revolution through the present, i.e. from November 1917 onwards. Its release is particularly timely, due to both November 2017 being the 100th anniversary of the Russian Revolution, as well as the historic election in Cuba in April 2018, when Miguel Díaz-Canel replaced Raúl Castro as the President of Cuba. Traditionally, Moscow’s interest in Cuba has been thought to have been ignited by the Cuban Revolution in January 1959 and ended by the implosion of the Soviet Union in December 1991. This book examines why a bilateral relationship has existed throughout the last century, specifically in three distinct periods: (1) from the time of the Russian Revolution until the Cuban Revolution, (2) from January 1959 until December 1991 and (3) the post-Soviet period from 1992 until the present. It also analyzes the questions of what within the relationship drew the two countries together in these three disparate periods when in only one, January 1959 to December 1991, did the relationship exist between two socialist governments. It offers a number of different conclusions, including that although each period of the relationship has its own peculiarities and nuances, a number of commonalities exist between the three eras. Consequently, it is posited that due to these commonalities, the contemporary bilateral relationship remains important for both countries, and is likely to continue in its present form for the short to medium term, despite the historic change which occurred in Cuba in April 2018.

In laying the foundations of peaceful co-existence, priority was given to the cultivation of relations with Britain. This study examines the British government's various responses to the Soviet overtures. The scope of the work ranges from Labour's de jure recognition of the Soviet Union at the beginning of 1924 to the Conservatives' severance of relations in May 1927. The bulk of the study is set against the background of rapidly deteriorating relations and traces the unsparing measures employed by the Russians to forestall an open breach. Equal attention is paid to the Soviet government's straightforward diplomatic moves and to activities under the auspices of Comintern and the Soviet trade unions which rallied support without regard to frontiers or international protocol. The main aim was to strengthen the security and economic recovery of the Soviet Union, but revolutionary aspirations remain on the agenda.

In the last two decades, however, the re-emergence of China as a major great power has called into question the geopolitical future of the region and raised the specter of renewed great power competition. As the eminent China scholar David Shambaugh explains in Where Great Powers Meet, the United States and China are engaged in a broad-gauged and global competition for power. While this competition ranges across the entire world, it is centered in Asia. In this book, Shambaugh focuses on the critical sub-region of Southeast Asia. The United States and China constantly vie for position and influence across this enormously significant area--and the outcome of this contest will do much to determine whether Asia leaves the American orbit after seven decades and falls into a new Chinese sphere of influence. Just as importantly, to the extent that there is a global "power transition" occurring from the US to China, the fate of Southeast Asia will be a good indicator. Book excerpt: Presenting a detailed explanation of party politics in the European Union, this new book uses the Party of European Socialists (PES) as a key case study, and tests the relevance of existing theoretical work on the meaning, significance, and prospects for realising other ‘Europarties’. This analysis operates from the assumption that the PES’s main goal is to influence the outcome of EU public policy, rather than the more traditional party goals of vote maximisation or office seeking. Secondly, by subjecting the PES to careful scrutiny in two specific policy areas (employment and environment) and for specific treaties (in particular the Treaty of Amsterdam), it tests the PES’s ability to construct policy to influence actual policy outcomes. Finally, it shows that whilst the PES was able to play a role in co-ordinating policy amongst the member parties since its formation in 1992, its influence has been exaggerated and the strength of the factors that limit its effectiveness have been underestimated. It argues that domestic policy imperatives and ideological differences between the member parties have hindered the development of the PES, thereby advancing our knowledge of Europarties and contributing to the literature on the Europeanization of political parties. This book will be of great interest to students and scholars of the European Union and party politics in general.
