Book excerpt: This History has its origin in a suggestion, made in September 1990 by former IAU General Secretary Derek McNally, who felt "that a 75 year history of the Union was needed before the col lective memory of those who knew the Union before the Second World War vanished. It would then be a preparatory volume to a centennial history in 2019. " Indeed, of those who knew the Union that long ago, few are still with us. Six years ago, at Baltimore on August 2, 1988, listening and reminiscing at the Inaugural Ceremonies of the Union's 20th General Assembly, I realized that it was almost exactly half a century ago that, at the age of 24, I attended the Inaugurations at my "first" Assembly: on August 3, 1938 in Stockholm. Now, in 1994, this is almost 56 years ago, three quarters of the Union's age. Only vague recollections - no better than that -lead me back to this event, just before World War II. And so, this is not a history based on recollection, far from it. Recollection was helpful in that it allowed me, better perhaps than a younger author, to appreciate circumstances under which the letters and reports which form the basis for this History were written. The account is largely based on archival documents, collected from a wide variety of sources.

The discourses given during the Inaugural and Closing Ceremonies are reproduced in Chapters I and III, respectively. The proceedings of the two sessions of the General Assembly will be found in Chapter II, which includes the Resolutions and the report of the Finance Committee. The Statutes, Bye-Laws and a few working rules of the Union are published in Chapter IV. The Accounts and other aspects of the administration of the Union are recorded in Chapter V, together with the report of the Executive Committee for this last triennium, and provide the permanent record for the Union in the period 1991-1994. This volume also contains the Commission reports from The Hague compiled by the Presidents of the Commissions (Chapter VI). Finally, Chapter VII contains the list of countries adhering to the Union and the alphabetical, geographical and commission membership lists of about 8000 individual members. The IAU still appears to be unique among the scientific Unions in maintaining this category of individual membership which contributes in a crucial way to the spirit and the aims of the Union.

The so-called “China conflict” is the most important crisis in the post-WWII history of the IAU. The chapters, written by 20 international authors, focus on four periods where astronomers were particularly active in international relations: 1. The WWI period, the epoch of the creation of the IAU, in the context of the simultaneous creation of other scientific unions. The book also singles out the important role of A.S. Eddington and his network “across forbidden borders”. 2. The Cold war period and its consequences, when several countries were divided between opposite blocs. “The China crisis” is told here from different viewpoints by Chinese astronomers, both from the mainland and from Taiwan, in parallel with the evolution of astronomy in South and North Korea. Germany’s twisted path in its membership of the IAU, from its admission in 1951 to its reunification in 1991 is shown as another example. 3. The book then highlights a third period, when radio astronomers, in particular, were very active in “building bridges” between East and West. The fourth part reports for the first time on the “hidden story” of the relations between the IAU and the United Nations after the “Moon race” when the United Nations decided to challenge the IAU’s authority on “extraterrestrial names”. The final chapter reviews how twenty years later UNESCO and the IAU had become strong partners in the difficult, but highly successful organization of the International Year of Astronomy (2002-2009), and of the “Astronomy and World Heritage” intitiative (2008).

The case studies presented in this volume show the multitude of functions that IUPAP had and how these were related to the changing international political contexts. The book is divided into three parts. The first discusses the interwar period demonstrating how the exclusion of communities of the Central Powers from international scientific institutions imposed by victorious allied countries made IUPAP ineffective until the end of World War II. The second part analyzes the changing roles assumed by IUPAP starting from its complete renovation after World War II. Case studies covering the role of IUPAP in physics education, in metrology, in joint commissions with other unions and in defining the complex relations between pure and applied physics provide examples of IUPAP's impact on the world of science. Part III squarely addresses the science diplomacy aspects of IUPAP during the Cold War highlighting the importance of IUPAP in furthering diplomatic goals and explaining the origin of the pursuit of the free circulation of scientists as the activity that characterized the main function of international unions during the Cold War. Highlighting how often scientific agendas and political imperatives were entangled in the activities of IUPAP, the book analyzes the work of the Union as exercises of science diplomacy, thus contributing to the current debate on the use of science and technology in international relations.

As compared to earlier volumes a gradual change in character is unmistakable. The ever increasing flow of publications, combined with the obvious necessity to keep the Reports at a reasonable size and price level has gradually forced the Commission Presidents to be more selective than before in drafting their Reports. I have certainly stimulated them into that direction - in order that Reports like these be valuable and lasting, it seems imperative that the individual contributions have the character of a critical overall review, where a fairly complete summary is given of the major develop ments and discoveries of the past three years, and in which the broad developments and new trends be clearly outlined, while at the same time essential problems for future research are identified. With respect to the latter item I have suggested the Commission Presidents to add to their reports a brief section on scientific priorities for future research in the field of their Commissions. In order to save space I have suggested to Commission Presidents that references to published papers are given on the basis of their number in the published issues of Astronomy and Astrophysics Abstracts.
