Book excerpt: The use of airpower in wartime calls to mind the massive bombings of World War II, but airplanes have long been instrumental in small wars as well. Ever since its use by the French to put down rebellious Moroccan tribes in 1913, airpower has been employed to fight in limited but often lengthy small conflicts around the globe. This is the first comprehensive history of airpower in small wars-conflicts pitting states against non-state groups such as insurgents, bandits, factions, and terrorists-tracing it from the early years of the twentieth century to the present day. It examines dozens of conflicts with strikingly different scenarios: the Greek Civil War, the Philippine Anti-Huk campaign, French and British colonial wars, the war in South Vietnam before the American escalation, counterinsurgency in southern Africa, Latin American counterguerrilla operations, and counterinsurgency and counterterrorist campaigns in the Middle East over the last four decades. For each war, the authors describe the strategies employed on both sides of the conflict, the air forces engaged, and the specific airpower tactics employed. They discuss the ground campaigns and provide the political background necessary to understand the air campaigns, and in each case they judge the utility of airpower in its broadest sense. In their historic sweep, they show how forms of airpower evolved from planes to police helicopters, aircraft of the civilian air reserve, and today's unmanned aircraft. They also disclose how small wars after World War II required new strategies, operational solutions, and tactics. By taking this broad view of small-war airpower, the authors are able to make assessments about the most effective and least effective means of employing airpower. They offer specific conclusions ranging from the importance of comprehensive strategy to the need for the United States and its allies to expand small-wars training programs. Airpower in Small Wars will be invaluable for educating military professionals and policy makers in the subject as well as for providing a useful framework for developing more effective doctrine for employing airpower in the conflicts we are most likely to see in the twenty-first century.

Book excerpt: Currently, the United States finds itself in a very similar predicament to what Great Britain experienced after emerging from the First World War as she set about the governance of a growing empire during the interwar period. With the stated intent of reducing forces in Iraq while still maintaining adequate capability commensurate with achieving the political ends, some air-minded proponents are asking whether the air policing policy developed and implemented by Great Britain during the interwar years offers any relevancy for addressing the contemporary Iraqi situation. Specifically, does air policing offer a means to mitigate the corresponding reduction in capability associated with the drawdown of conventional United States ground forces in Iraq? In response to this question, this study examines case studies depicting the employment and evolution of British air policing operations spanning the years from 1919 to 1934. The case studies trace the origins, development, and mature employment of British air policing doctrine including the doctrine of Interference and the Inverted Blockade across the Third Afghan War, Somaliland, Mesopotamia, and Aden. While this study determines that the British doctrine of the Inverted Blockade is unsuitable for contemporary Iraqi COIN operations, and the doctrine of Interference offers only minor utility, employing air power in close coordination with ground forces and in direct support of local governance was extremely effective. Air strikes, when conducted with controlled discretion vice reckless abandon, were a significant factor for engaging the most ardent opposition and preventing friendly forces from falling prey to the element of surprise; preventing tactical defeats from having strategic consequences and preserving political will. The ability to rapidly transport and resupply small ground force teams proved essential to conducting rapid decisive actions, provided for increased security and freedom from attack, and reduced the requirement for ground-based logistical support. Perhaps more importantly, the ability to transport civilian governing personnel across the physical vastness of the governed territory rapidly was also extremely effective; making politics local. Psychological operations conducted from aircraft were effective at communicating and reinforcing government directives, influenced behavior without the use of force, and demonstrated government presence and resolve; even in the most remote areas of the mandates. Reconnaissance, when conducted in close coordination with ground teams, provided actionable intelligence, enabled overwatch of small unit teams, and permitted observation of otherwise unreachable sections of territory.

Britain conducted military operations against Ottoman forces in Mesopotamia to defend Britain’s oil interests and lines of communication, but also to open an additional front against the Turks. The battles conducted from the commencement of hostilities in November 1914 until the Turkish surrender in October 1918 were carried out with the use of a new technology on the battlefield—the aeroplane. This thesis explores the roles of airpower in the Mesopotamian Campaign, and what affect airpower had on military operations. The thesis also looks at the missions of the Royal Flying Corps in Mesopotamia, how they evolved during the course of the conflict, and what impact they had on post-war Royal Air Force development. The study concludes by determining airpower in the Mesopotamian Campaign influenced the policy of air control in the post-war British Empire, and positively influenced the perception of ground commanders to the value of airpower to ground maneuver.

Book excerpt: In light of technological advances and multiplying irregular conflicts, conventional wisdom suggests airpower as the ideal, low-cost means of conducting modern warfare—and the air control method adopted by the British between the two world wars seems to back this up. Swift and precise targeting from above was considered more humane, after all, sparing civilians as well as British soldiers during punitive expeditions in unruly colonial regions. But what conventional wisdom misses, and this book makes clear, is how the Royal Air Force’s (RAF) innovative approach actually worked—relying on British airmen on the ground at least as much as on airborne technology to control restive tribes and villages. The RAF and Tribal Control tells the story of these forgotten airmen, the RAF special service officers who, embedded among local populations and indigenous tribes, collected vital intelligence, developed targets, directed air strikes when necessary, and, perhaps most important, provided personal assessments of airpower’s qualitative effects against primarily guerrilla forces. Airpower is a highly technological endeavor. But in wars where the human dimension takes primacy, Richard Newton reminds us that measuring the effectiveness of air actions requires a qualitative approach that is nearly impossible via overhead sensors. And this is where the RAF special service officers came in—airmen who understood the local cultures and peoples, they served as conduits for information and communication between the colonial administration and the tribes and villages. It was their ground-level contributions that made the integration of airpower into the civilian administration of colonies and mandates possible. This first in-depth account of the RAF special service officers’ role brings to light previously unpublished insights. The RAF and Tribal Control fills a significant gap in the history of air warfare. In doing so, the book dispels the notion that airpower alone is effective in small wars and irregular conflicts—and reveals the importance of the “boots-on-the-ground” human component in waging unconventional air warfare, both in the days of the RAF’s vaunted air control and in our own time.

Book excerpt: In the last decades, states revealed a tendency for expanding their dependence on so-called strategic bombing in wars against other states, an approach that raised questions on whether it is possible to reduce the involvement of ground and naval forces in future military confrontations. The successful employment of strategic bombing as the major pillar of military operations that took place within different geographical areas and terrains encouraged states to limit or altogether avoid resorting to campaigns that involve putting their “boots on the ground.” As a matter of fact, one can claim that improvements in the military aircraft industry – including persistent research on issues of technology, effectiveness and accuracy – have pushed for this result. Another set of reasons, however, that are indirectly connected to developments in aerial capabilities of militaries should not be ignored, including demands by governments for shorter, less costly wars, concerns about public opinion and electoral implications, as well as the fear of high rates of casualties. Airmen, meanwhile, were also called to implement strategic bombing operations against non-state actors. Yet, the outcome is certainly an issue of debate. In general, launching air strikes on states differs on many levels from aerially attacking militant organizations, terrorist groups or local tribes. Armies are fundamentally trained to fight against other armies, in addition to the difficulties of differentiating between civilians and militants, the so-called principle of discrimination. This study seeks to examine both the rationale and objectives of states in resorting to air power against non-state actors in the Middle East, focusing on the three cases of aerial operations on Hezbollah in Lebanon, ISIS in Syria, and the Houthi rebels in Yemen.

Current Air Force doctrine, as delineated in Air Force Manual (AFM) 1-1, identifies the Joint Force Air Component Commander (JFACC) as being responsible for both air and space for the theater. This statement follows the Air Force notion that air and space are an indivisible medium of warfare. On the other hand, Joint Pub 3-14 states the Operations Directorate, J-3, on the supported commander's (the JFC's) staff functions in this role. To examine this issue of in-theater control of space forces more closely, this study is divided into five chapters. Following the Introduction, Chapter 2 looks into how space forces were planned for and employed during Desert Storm. This chapter discusses who was in-charge and what planning processes were used. In Chapter 3, lessons and initiatives to improve planning and employment of support from space forces are discussed. Chapter 4 explores the possible need to have one individual in-theater clearly identified as being responsible for directing space forces. Centralized control, similar to air, may have beneficial effects that allow joint commanders to take better advantage of space forces' full potential.
