In taking issues with them and other southern advocates of new revenue allocation criteria, the dominant north's organic intellectuals have always relied on the obvious concentration of economic and commercial activities in southern Nigeria to refute the argument that the north is the greater beneficiary of Nigeria's wealth. Scholarly contribution to the ethno-regional debate on the equity of resource allocation has been anchored to the same popular platform, namely, the criteria for inter-governmental revenue allocation. It is as if they absolutely embody the revelation about equity or inequity of resource allocation in Nigeria where the federal government has retained between 48.5 per cent and 56 per cent of the federation account, let alone revenues unpaid into this account. This study marks a departure from the orthodox focus on Nigeria's ethnic problems, including the contentious demand of the southern minorities for an increase in the weight assigned the principle of derivation, by examining federal expenditures to determine the distribution of federal presence, and thus winners and losers, bearing in mind that the entire country is federal government's coverage.

Yet despite this, Nigeria achieved strong economic growth for over a decade in the 21st century, driven largely by policy reforms in non-oil sectors. This open access book argues that Nigeria's major development challenge is not the 'oil curse', but rather one of achieving economic diversification beyond oil, subsistence agriculture, informal activities, and across its subnational entities. Through analysis drawing on economic data, policy documents, and interviews, Usman argues that Nigeria's challenge of economic diversification is situated within the political setting of an unstable distribution of power among individual, group, and institutional actors. Since the turn of the century, policymaking by successive Nigerian governments has, despite superficial partisan differences, been oriented towards short-term crisis management of macroeconomic stabilization, restoring growth and selective public sector reforms. To diversify Nigeria's economy, this book argues that successive governments must reorient towards a consistent focus on pro-productivity and pro-poor policies, alongside comprehensive civil service and security sector overhaul. These policy priorities, Nigeria's ruling elites are belatedly acknowledging, are crucial to achieving economic transformation; a policy shift that requires a confrontation with the roots of perpetual political crisis, and an attempt to stabilize the balance of power towards equity and inclusion. It is not a new concept, appearing in some of the towering figures of the classical tradition of political economy including Malthus, Ricardo, and Marx. It is also not empirically insignificant, occurring in between 10% and 35% of cases. In spite of this, it has not received its due attention in the academic literature, dominated by the prevailing narrative that 'growth is good for the poor'. Immiserizing Growth: When Growth Fails the Poor challenges this view to arrive at a better understanding of when, why, and how growth fails the poor. Taking a diverse disciplinary perspective, Immiserizing Growth combines discussion of mechanisms of this troubling economic phenomenon with empirical data on trends in growth, poverty, and related welfare indicators. It draws on political economy, applied social anthropology, and development studies, including contributions from experts in these fields. A number of methodological approaches are represented including statistical analysis of household survey and cross-country data, detailed ethnographic work and case study analysis drawing on secondary data.
