The report was prepared in accordance with the Interagency Agreement (IAG) between the U.S. Army Environmental Center (USAEC; formerly USATHAMA), U.S. Environmental Protection Agency (EPA) Region V, and Illinois EPA. The report describes the site history, physical and environmental conditions, and the nature and the extent of contamination detected. Data from previous investigations, along with data gathered during the implementation of the PH1 RI Technical Plan are presented. The purpose of this report is to identify if contamination is present at the study areas, and if so, define the nature and extent, provide data to perform a baseline risk assessment, provide data for assessment of remedial alternatives in a feasibility study (FS), and recommend any Phase 2 RI activities that may be necessary.
