Book excerpt: This study assesses the efforts of the State Historic Preservation Office in relating Historic Preservation (HP) with Heritage Tourism (HT) against principles of sustainability. It also seeks to contribute toward an integrated heritage management framework at the State Historic Preservation level that is based on theoretical principles and empirical study. The focus is on the heritage management practices as performed by the Texas Historical Commission (THC). This case offers good understanding about the relationship between two major interests involved in heritage management: HP and HT. It is used to conduct a constructive evaluation of the HP-HT relationship in terms of its 'existence' and 'effectiveness' guided by sustainability and good governance principles. The study uses qualitative research based on a constructivist paradigm. Data are gathered using three research methods: documents, in-depth interviews, and participant observation. Documents were collected about the THC's heritage management programs, including: the Texas Heritage Trails Program and the Visionaries in Preservation program. Ten in-depth interviews were conducted with state and regional stakeholders involved in activities related to these programs. Observation was made for the visionary process in Nacogdoches, Texas. Coding and categorizing for the interviews and documentary evidences were used as the fundamental analytic process. Coding included open coding, selective coding for core categories, and development of patterns and themes. This process assisted in identifying categories, properties, themes and the relationships between them that eventually helped in building a cohesive understanding of the HP-HT relationship as performed by the THC. The research found that heritage management efforts of the THC are not consistent with sustainability and good governance principles. Effectiveness of these efforts is affected by factors of heritage management approaches, partnership building, capacity building attempts, strategic processes, authority devolution, and accountability relations. A new framework for integrated heritage management has been developed from this study to assist the state government in achieving not only good management but good governance, since it will guide the organizations to more closely align with the social and cultural realities of their communities and develop meaningful and responsive heritage management policies and strategies.

Book excerpt: After nearly a half century of suburbanization, economic development specialists and urban planners have begun to appreciate the unique aesthetic and heritage landscapes of underutilized downtown areas as potential geographic spaces for economic growth. Consequently, fostering heritage tourism and recreation industries that take advantage of these unique spaces has become a cornerstone of many downtown redevelopment plans. A growing pool of literature on the subject of sustainable tourism has noted that heritage tourism is ideologically and institutionally different from other forms of the industry, as concepts of long term planning, cultural awareness and resource conservation are important to both tourism sustainability and heritage management. While there is an increasingly diverse collection of literature available on the subject of sustainable urban heritage tourism, there is greater need for more studies of this unique type of tourism in a market environment, and to assess the degree to which heritage tourism and historic preservation are sustainable as a viable industry according to information gathered through chiefly qualitative methods. This thesis focuses specifically on the socio-cultural sustainability of heritage tourism and historic preservation in the area of downtown New Bern, North Carolina. Interpretation and presentation of preservation and heritage are applied selectively, and there is dissonance and disagreement amongst certain groups concerning the role of tourism in New Bern. Nevertheless, qualitative research shows that community support, economic diversity, long term management, and conservation of the built and natural environment qualify New Bern's urban heritage tourism industry as more sustainable than tourism industries elsewhere.

Book excerpt: Historic preservation has been a successful economic development tool that has led to heritage tourism in some Tennessee towns but not in others. The problem studied was to determine if there was a set of tangible attributes a town must possess to be successful in using historic preservation as an economic development tool. Through an extensive literature review, 59 predictor variables were identified and arranged into 6 research questions looking at the tangible attributes related to town demographics, geography, organizational structure, historic preservation organizations, heritage tourism organizations, and town financial structure. Data were collected from a mailed survey of 32 town managers. The response rate was 68.8% (N = 22). Secondary sources, such as U.S. Census data, were used to collect data when those sources appeared consistent and mandatory. The study used logistic regression analysis to compare successful towns, defined as those towns in the upper third of study towns for tourism expenditures per capita, with less than successful towns. The 32 study towns met the criteria of having a 2003 population of fewer than 10,000 and a nationally-recognized historic district that coincided with the townsâ central business districts. The results of the logistic regression analysis on the individual predictor variables indicated that 5 were statistically significantâmedian age, distance to a major city, restaurant beer sales, Grand Division, and merchantsâ association. Constraining the final predictive model (Garson, 2006) to no more than 1 variable per 10 cases 3 led to the inclusion of median age and merchantsâ association as the 2 predictor variables that provided the highest predictive value of correctly classified towns (95.8%). In summary, this study is inconclusive in determining whether historic preservation leads to heritage tourism and can be used as an economic development tool by small Tennessee towns.
