La historia de las relaciones internacionales de México conoce ciclos de cercanía y distanciamiento con el poderoso vecino, mismos que han permitido afirmar la identidad nacional y modernizar la economía, muchas veces en coyunturas marcadas por épicos desencuentros. A pesar de los enormes retos y dificultades, en 1994, al término de la Guerra Fría, Estados Unidos, Canadá y México ratificaron el Tratado de Libre Comercio de América del Norte para iniciar un proceso de construcción de una de las regiones más competitivas del mundo. Y en 2020, no obstante las dudas y recelos, entró en vigor el Tratado México, Estados Unidos, Canadá que, al sustituir al anterior, revalidó la voluntad de los tres países de continuar un proceso de integración económica en un nuevo contexto mundial de creciente competencia con China.

Si bien se puede decir que muchos otros países americanos que surgieron a la vida independiente con motivo de las guerras napoleónicas en Europa han compartidos estos propósitos, la experiencia histórica de México es única como vecino de la mayor potencia que ha tenido el mundo: Estados Unidos de América. La historia de las relaciones internacionales de México se desarrolla en ciclos de acercamiento y distanciamiento con el poderoso país con que comparte frontera, mismo que le han permitido, por un lado, afirmar su identidad y, por otro, modernizar su economía. La diplomacia mexicana ha tenido la capacidad - a veces de dimensiones épicas- de asegurar la supervivencia de la identidad nacional, a pesar de una cada vez más conflictiva frontera de 3 000 kilómetros con la mayor potencia del mundo. No obstante los enormes retos y dificultades, Canadá, Estados Unidos y México iniciaron un proceso en 1994 para conformar una de las regiones más competitivas en un mundo globalizado. A pesar de las dudas y recelos que ha inspirado, hasta 2000 -año con el que cierra el presente texto- el Tratado de Libre Comercio de América del Norte había contribuido ya a elevar el empleo y el nivel de consumo de la mayoría de los mexicanos.

It describes and explains main external actions from the country’s independence in the nineteenth century to Andrés Manuel López Obrador’s administration. The principal argument is that Mexico has resorted to principled pragmatism due to geographic, historical, economic, security, and political reasons. In other words, the nation uses this instrument to deal with the United States, defend national interests, appease domestic groups, and promote economic growth. The key characteristics of Mexico’s principled pragmatism in foreign policy are that the nation projects a double-edged diplomacy to cope with external and domestic challenges at the same time. This policy is mainly for domestic consumption, and it is also linked to the type of actors that are involved in the decision-making process and to the kind of topics included in the agenda. This principled pragmatism is related to the nature of the intention: principism is deliberate and pragmatism is forced; and this policy is used to increase Mexico’s international bargaining power.
