Through the state-sanctioned construction of mass housing and development of towns on the outskirts of existing cities, a new world materialized where sixty years ago little more than cabbage and cottages existed. Known as the banlieue, the suburban landscapes that make up much of contemporary France are near-opposites of the historic cities they surround. Although these postwar environments of towers, slabs, and megastructures are often seen as a single utopian blueprint gone awry, Kenny Cupers demonstrates that their construction was instead driven by the intense aspirations and anxieties of a broad range of people. Narrating the complex interactions between architects, planners, policy makers, inhabitants, and social scientists, he shows how postwar dwelling was caught between the purview of the welfare state and the rise of mass consumerism. The Social Project unearths three decades of architectural and social experiments centered on the dwelling environment as it became an object of modernization, an everyday site of citizen participation, and a domain of social scientific expertise. Beyond state intervention, it was this new regime of knowledge production that made postwar modernism mainstream. The first comprehensive history of these wide-ranging urban projects, this book reveals how housing in postwar France shaped both contemporary urbanity and modern architecture.

Only rule which is directed "towards the common good of the multitude is fit to be called kingship," he argues. Rule by one man who "seeks his own benefit from his rule and not the good of the multitude subject to him" is called a "tyrant." He argues that "Just as the government of a king is the best, so the government of a tyrant is the worst," maintaining that rule by a single individual is the most efficient for accomplishing either good or evil purposes. He then proceeds to discuss "how provision might be made that the king may not fall into tyranny," stressing education and noting that "government of the kingdom must be so arranged that opportunity to tyrannize is removed." He then proceeds to consider what honor is due to kings, to discuss the appropriate qualities of a king, and to make some points on founding and maintaining a city. Hartog also accounts for the fact that the future is perceived as a threat and not a promise. We live in a time of catastrophe, one he feels we have brought upon ourselves.

Drawing from different disciplines, the critical and visual works gathered in this volume interrogate the referential power of postmemory, considering its transcultural interplay with various forms, media, frames of reference, conceptual registers, and narrative structures.

Book excerpt: Thirteen marginal Philippine communities were examined in an ethnographic study of the meaning of functional literacy and whether literacy invariably promotes development. The 13 sites were purposely selected to provide a broad sampling from three standpoints: (1) major livelihood and form of economic activity (farming, fishing, urban poor, disaster areas); (2) ethnolinguistic grouping (Luzon, Visayas, Mindanao); and (3) lifestyle or rhythm of life in the community (traditional, transitional, Moslem Filipino minority, lowland Christian majority, urban poor, developmental). The sample functional literacy rate in the study's communities ranged from 34.4% to 79.8%. Special attention was paid to the following topics: community life as a context of literacy practice; community knowledge and the passage to a literate tradition; different practices, meanings, and definitions of functional literacy in different contents; constraints in the relationship between literacy and development; and possibilities for literacy in conceptualizing a school of the people. The study demonstrated that the concepts of literacy and numeracy cannot be separated from their social and cultural settings and that standard measures of literacy used in industrialized countries are often inappropriate in other nations.
