This is the first scholarly study of the political and economic relationship between Louis XIV and the parlements of France, the Parlement of Paris and all the provincial tribunals. The author explains how the king managed to impose strict political discipline for which this reign, and only this reign, is known. Hurt shows that the king built upon that discipline to extract large sums of money from the judges in the parlements, thus damaging their economic interests. When the king died in 1715, the regent, Philippe d’Orléans, after a brief attempt to befriend the parlements through compromise, resorted to the authoritarian methods of Louis XIV and perpetuated the Sun King’s political and economic legacy. This study calls into question current revisionist understanding of Louis XIV and insists that absolute government had a harsh reality at its core. Based upon extensive archival research, this remarkable book will be of interest to all students of the history of early modern France and the monarchies of Europe.

Book excerpt: This book assesses how and to what extent the governments of Cardinal Mazarin and Louis XIV controlled the Parlement of Paris in the two decades after the civil wars known as the Fronde. The history of this prestigious court of law bears directly on the broader issue of the growth of "royal absolutism." Few historians have examined the resurgence of royal authority after the Fronde from the vantage point of traditional institutions, and no other scholarly work deals extensively with the activities of Parlement during this controversial period. This study reveals the methods, achievements, and limitations of absolutism associated with the Sun King. The book investigates the impact of royal policies on the way the judges acquired and transmitted their posts, the sources of their wealth, the social composition of their court, and their judicial and administrative authority. Parlement's political activities and its conflicts with the crown over issues of judicial, financial, and religious importance also receive thorough treatment.The author's extensive archival research indicates that many widely held assumptions about declining importance of Parlement after the civil war are unwarranted. Although Parlement's political activities gradually declined, this transformation was neither as complete nor as irreversible as historians have asserted. Parlement retained some voice in affairs of state, and most of the administrative machinery it could employ to oppose royal policy remained intact. Moreover, the crown failed to attack the sources of parlementaire wealth, and the judges freely enhanced their court's status as a social corporation.

Book excerpt: Examining Catholic activism in the south-west of France during the middle decades of the sixteenth century, this book argues - contrary to prevailing views - that the phenomenon was both widespread and militant even before the formation of the Catholic League in 1576. Whilst recent research has provided a far greater understanding of the Huguenot struggle for security and legitimacy, there has not been a correspondingly thorough investigation into the grass-roots Catholic reaction to this, and by dismissing episodes of pre-League Catholic militancy as limited and ephemeral, a distorted picture of French confessional conflict and rivalry is painted. Utilizing surviving material from the provincial archives at Bordeaux, Toulouse, Agen, and at the Bibliothèque Nationale in Paris, this book provides ample evidence for placing the birth of Catholic activism in the period preceding the Wars of Religion, highlighting the confessional tensions that exploded throughout the 1540s and 1550s. As competing bands of religious enthusiasts, and municipal and court officials, fought first with words, then with weapons, for supremacy of the community in the towns of the south-west, a steady escalation of confrontation can be traced. Within this atmosphere of rising tension, it is shown how Catholic militancy mirrored the organizational and fund-raising capacity of their Protestant rivals, and how the local military elite rose to support their co-religionists at the outbreak of formal hostilities in 1562. The ascendancy of Catholic militants in key urban centres by 1570 would deal a fatal blow to Protestant plans for supremacy of the south-west.

The new alliances between the Crown's ministers and loyal provincial elites functioned as political machines on behalf of the Crown, leading to smoother regional-national cooperation and foreshadowing the bureaucratic state that was to follow.

Book excerpt: Michel de Montaigne (1533-92) is principally known today as a literary figure--the inventor of the modern essay and the pioneer of autobiographical self-exploration who retired from politics in midlife to write his private, philosophical, and apolitical Essais. But, as Biancamaria Fontana argues in Montaigne's Politics, a novel, vivid account of the political meaning of the Essais in the context of Montaigne's life and times, his retirement from the Bordeaux parliament in 1570 "could be said to have marked the beginning, rather than the end, of his public career." He later served as mayor of Bordeaux and advisor to King Henry of Navarre, and, as Fontana argues, Montaigne's Essais very much reflect his ongoing involvement and preoccupation with contemporary politics--particularly the politics of France's civil wars between Catholics and Protestants. Fontana shows that the Essais, although written as a record of Montaigne's personal experiences, do nothing less than set forth the first major critique of France's ancien régime, anticipating the main themes of Enlightenment writers such as Voltaire and Diderot.
