D'ailleurs la France s'était aliéné les peuples par ses conquêtes, et les rois par sa révolution et sa dynastie nouvelle. Elle ne pouvait plus avoir d'amis ni de rivaux, mais seulement des sujets; car les uns eussent été faux, et les autres implacables: il fallait donc que tous lui fussent soumis, ou elle à tous. C'est ainsi que son chef, entraîné par sa position, et poussé par son caractère entreprenant, se remplit du vaste projet de rester seul maître de l'Europe, en écrasant la Russie et en lui arrachant la Pologne. Il le contenait avec tant de peine que déjà il commençait à lui échapper de toutes parts. Les immenses préparatifs que nécessitait une si lointaine entreprise, ces amas de vivres et de munitions, tous ces bruits d'armes, de chariots, et des pas de tant de soldats, ce mouvement universel, ce cours majestueux et terrible de toutes les forces de l'Occident contre l'Orient, tout annonçait à l'Europe que ses deux plus grands colosses étaient près de se mesurer.
