In examining these struggles, Avner Ofrath shows how colonialism dissolved the political community as a frame of participation and negotiation, first in the colonies and ultimately in the metropole. Revealing the racialization of citizenship from the late 19th century onwards, this book shows how lawmakers under the Third French Republic construed colonial subjugation around rigid ethnic-religious criteria in order to protect settler privileges and exclude Algerian Muslims. Portraying Islam as oppressive and unmodern, the exclusion and othering of Muslims led to a concept of citizenship that was deeply hostile to religious difference. Despite this, Colonial Algeria and the Politics of Citizenship shows how Algeria witnessed some of the most powerful contestations of racialized citizenship seen in a colony. From a successful Jewish campaign for full political rights in the 1860s, to Muslims' demand for reform in the 1930s, Algerians insisted on Maghribi languages, religions and history as indispensable dimensions of political life. Tracing intellectual and political networks throughout the Maghrib, the Mashriq, and across the Mediterranean, Avner Ofrath weaves Algeria into a global history of citizenship in the age of empire.

In France, though, an older potential born of imperialism has propelled the far right of Jean-Marie and Marine Le Pen. To explain how the National Front gained a foothold in France, Empire's Legacy connects local politics with historical developments that span nearly two centuries. Its analysis hinges on the idea of political potential: the possibility that a social group will support a movement, pressure group, political party, or other organized option. Starting from the French conquest of Algeria, John W.P Veugelers follows the career of a potential, showing how it erupted into support for the National Front in Toulon, the largest city under the far right of any postwar European democracy. Relying on archival research, electoral surveys, and personal interviews, Veugelers shows that voluntary associations, interest-group politics, and patron-client relations knit together a far-right affinity bequeathed by French imperialism. Veugelers examines the possibilities and limits of far-right power at the local level, moreover, and the barriers that effective, scandal-free government pose to extremist success. Book excerpt: In Markets of Civilization Muriam Haleh Davis provides a history of racial capitalism, showing how Islam became a racial category that shaped economic development in colonial and postcolonial Algeria. French officials in Paris and Algiers introduced what Davis terms “a racial regime of religion” that subjected Algerian Muslims to discriminatory political and economic structures. These experts believed that introducing a market economy would modernize society and discourage anticolonial nationalism. Planners, politicians, and economists implemented reforms that both sought to transform Algerians into modern economic subjects and drew on racial assumptions despite the formally color-blind policies of the French state. Following independence, convictions about the inherent link between religious beliefs and economic behavior continued to influence development policies. Algerian president Ahmed Ben Bella embraced a specifically Algerian socialism founded on Islamic principles, while French technocrats saw Algeria as a testing ground for development projects elsewhere in the Global South. Highlighting the entanglements of race and religion, Davis demonstrates that economic orthodoxies helped fashion understandings of national identity on both sides of the Mediterranean during decolonization.

Remnants of the Franco-Algerian Rupture: Archiving Postcolonial Minorities examines the legacies of these transnational identities through narratives that dissent from official histories, both in France and Algeria. This literature takes particular stories of exile and loss and constructs a memory around a Mosaic father figure embodying the native land, Algeria. Mona El Khoury argues that these filiation narratives create a postcolonial archive: a discursive foundation that makes historical minorities visible,while disrupting French and Algerian hegemonies. El Khoury questions the power of literature to repair history while contending that these literary strategies seek to do justice to the dead Algerian father, even as they valorize enduring minority identifications.

Joshua Cole reconstructs the 1934 riots in Constantine, Algeria, in which tensions between Muslims and Jews were aggravated by right-wing extremists, resulting in the deaths of twenty-eight people. Animating the unrest was Mohamed El Maadi, a soldier in the French army. Later a member of a notorious French nationalist group that threatened insurrection in the late 1930s, El Maadi became an enthusiastic supporter of France's Vichy regime in World War II, and finished his career in the German SS. Cole cracks the "cold case" of El Maadi's participation in the events, revealing both his presence at the scene and his motives in provoking violence at a moment when the French government was debating the rights of Muslims in Algeria. Local police and authorities came to know about the role of provocation in the unrest and killings and purposely hid the truth during the investigation that followed. Cole's sensitive history brings into high relief the cruelty of social relations in the decades before the war for Algerian independence.

Victory did not salvage his regime from revolution, but it began the French conquest of Algeria, which was continued and consolidated by the succeeding July Monarchy. In By Sword and Plow, Jennifer E. Sessions explains why France chose first to conquer Algeria and then to transform it into its only large-scale settler colony. Deftly reconstructing the political culture of mid-nineteenth-century France, she also sheds light on policies whose long-term consequences remain a source of social, cultural, and political tensions in France and its former colony. In Sessions's view, French expansion in North Africa was rooted in contests over sovereignty and male citizenship in the wake of the Atlantic revolutions of the eighteenth century. The French monarchy embraced warfare as a means to legitimize new forms of rule, incorporating the Algerian army into royal iconography and public festivals. Colorful broadsides, songs, and plays depicted the men of the Armée d'Afrique as citizen soldiers. Social reformers and colonial theorists formulated plans to settle Algeria with European emigrants. The propaganda used to recruit settlers featured imagery celebrating Algeria's agricultural potential, but the male emigrants who responded were primarily poor, urban laborers who saw the colony as a place to exercise what they saw as their right to work. Taking up the unfinished work of decolonization since 1962, Algerian writers have played a crucial role in forging historical memory and nurturing political resistance—their work helps to make possible what state violence has rendered almost unthinkable. Drawing together readings of multilingual texts by Yamina Mechakra, Waciny Laredj, Zahia Rahmani, Fadhma Aïth Mansour Amrouche, Assia Djebar, and Samira Negrouche alongside theoretical, juridical, visual, and activist texts from both Algeria’s national liberation war (1954–1962) and war on civilians (1988–1999), this book challenges temporal and geographical frameworks that have implicitly organized studies of cultural memory around Euro-American reference points. Jarvis shows how this literature rewrites history, disputes state authority to arbitrate justice, and cultivates a multilingual archive for imagining decolonized futures.
