The common perception is that highly-skilled migrants are high-earners with top educational skills and that they are easy to integrate. These perceptions make them a “wanted” migrant. There seems to be however a big divide between the popular perceptions of this migration and its realities uncovered in social research. This publication closes this divide by delving deeper in the variety of experiences, discourses and realities of highly skilled migrants, thereby uncovering the inherent divides between the highly skilled migrants from the North and the South. The reader shows that these divides are constructed realities, shaped by the state policies and underpinned by social imaginary. Written in an accessible language this reader is a perfect read for academics, students and policy makers and all those unfamiliar with the topic.

Book excerpt: Political and scientific debates on migration policies have mostly focused on governments' efforts to control or reduce low-skilled, asylum, and irregular migration or to encourage the return migration of these categories. Less research and constructive discourse has been conducted on the role and effectiveness of policies to attract or retain high-skilled workers. An improved understanding of the drivers and dynamics of high-skilled migration is essential for effective policy-making, as most highly developed and emerging economies experience growing shortages of high-skilled labour supply in certain occupations and sectors, and skilled immigration is often viewed as one way of addressing these. Simplistic assumptions that high-skilled migrants are primarily in pursuit of higher wages raise the expectation that policies which open channels for high-skilled immigration are generally successful. Although many countries have introduced policies aimed at attracting and facilitating the recruitment of high-skilled workers, not all recruitment efforts have had the desired effects, and anecdotal evidence on the effectiveness of these programmes is rather mixed. The reason is that the rather narrow focus on migration policy coincides with a lack of systematic and rigorous consideration of other economic, social, and political drivers of migration, which may be equally - or sometimes even more - important than migration policies per se. A better understanding of migration policies, their making, consequences and limitations, requires a systematic knowledge of the broader economic, social and political structures and their interaction in both origin and destination countries. This book enhances this vibrant field of social scientific enquiry by providing a systematic, multidisciplinary, and global analysis of policies driving international high-skilled migration processes in their interaction with other migration drivers at the individual, city, national, and international level.

These spatial relocations provide opportunities and challenges for migrants and the cities and regions they inhabit. How have international skilled migratory flows been formed, sustained, and transformed over multiple spaces and scales? How have these processes affected cities and regions? And how have multiple stakeholders responded to these processes? The contributors to this book bring together perspectives from economic, social, urban, and population geography in order to address these questions from a myriad of angles. Empirical case studies from different regions illuminate the multiscaled processes of international skilled migration. While high-skilled immigrants in the United States represent a much smaller proportion of the workforce than they do in countries such as Australia, Canada, and the United Kingdom, these immigrants have an important role in spurring innovation and economic growth in all countries and filling shortages in the domestic labor supply. This report summarizes the proceedings of a Fall 2014 workshop that focused on how immigration policy can be used to attract and retain foreign talent. Participants compared policies on encouraging migration and retention of skilled workers, attracting qualified foreign students and retaining them post-graduation, and input by states or provinces in immigration policies to add flexibility in countries with regional employment differences, among other topics. They also discussed how immigration policies have changed over time in response to undesired labor market outcomes and whether there was sufficient data to measure those outcomes.

Book excerpt: This dissertation focuses on the mobility trajectories of highly skilled and relatively affluent migrants who move between highly developed countries of the "global North". While these "migrants by choice" are often seen as "desired immigrants" who hold the privilege to move internationally relatively unrestricted, little is known about their actual migration decision-making behaviour and their lived experiences in their place(s) of destination. To address this research gap, I explore the migration trajectories of German migrants by choice moving to and from Canada as a case study. Drawing on 48 narrative life story interviews with Germans at different stages of their migration trajectories (i.e., the pre-movement phase, the phase of settling down and living in Canada and the phase of return and/or onward movement) I specifically analyse a) their lived experiences in their day-to-day life (including experiences of settlement and integration as well as the place attachments they form during their mobility trajectories to b) understand how these experiences impact their decisions of leaving, staying, returning, or moving onward, i.e., to be internationally mobile. The results demonstrate that emotional or ideational reasons as well as chance were the main drivers behind my interviewees' movements to Canada. Moreover, the findings underline that migration decisions are often formed in ongoing processes that change and evolve over time and are closely tied to my interviewees' lived experiences at their local places of destination as well as significant life course events, such as the birth of a child or relationship break-up. Drawing on these findings, I ultimately propose a new and comprehensive model explaining the migration decision-making processes of migrants by choice. In doing so, this dissertation makes five important contributions to the field of migration and mobility studies, namely 1) it challenges the sedentary bias in migration studies; 2) it underlines the importance of moving away from strictly national or transnational perspectives on migration movements; 3) it highlights the importance of considering the lived experiences as well as the challenges and hidden frictions of highly skilled migration movements; 4) it challenges a purely economic or political understanding of migration processes; and 5) it highlights the importance of exploring the dissonance between policy intentions and the actual behaviour of migrants.

Pritchett analyzes the fifth irresistible force of "ghosts and zombies," or the rapid and massive shifts in desired populations of countries, and says that this aspect has been neglected in the discussion of global labor mobility. Let Their People Come provides six policy recommendations for unskilled immigration policy that seek to reconcile the irresistible force of migration with the immovable ideas in rich countries that keep this force in check. In clear, accessible prose, this volume explores ways to regulate migration flows so that they are a benefit to both the global North and global South.

This research project will analyze highly skilled workers' role in innovation and analyze international migration trends of highly skilled workers. It argues that highly skilled workers have become more valuable in the innovation process as their international mobility has increased in a knowledge-based economy and receiving countries that rely on highly skilled immigrants need to recognize that permanent migration may not be in today's minds of migrants. Rather, onward and circular migration policies need to be framed.

Book excerpt: The increasing global competition of knowledge economies has begun a new era of labour migration, as economies chase ‘the best and the brightest’: the movement of highly skilled workers. This book examines the experiences of highly educated migrants subjected to two distinct and incompatible public discourses: one that identifies them in terms of nationality and presupposed religion, and another that focuses on their education and employment status, which suggests that they deserve the best treatment from societies engaged in the global 'race for talent'. Presenting new empirical research collected in Amsterdam, Barcelona and London amongst highly educated migrants from Turkey, the author draws on their narratives to address the question of whether such migrants should be apprehended any differently from their predecessors who moved to Europe as 'guestworkers' in the twentieth century. With attention to the reasons for which highly skilled workers choose to migrate and then stay (or not) in their 'host' countries, their connection to their multiple homes and the ways in which they meet the challenges of integration – in part by way of their position in relation to other migrants – and their acquisition of citizenship in the 'host' country, The Migration of Highly Educated Turkish Citizens to Europe offers insights on an under-researched trend in the field of migration. The author develops three nexuses – the mobility/migration nexus, the mobility/citizenship nexus, and the mobility/dwelling nexus – to account for the embedded sense of mobility that underlies these ‘new’ migrants and offers a holistic picture about their trajectory from ‘arrival to settlement’ and all that lies in-between. As such, it will appeal to scholars in the fields of sociology and political science with interests in migration and mobility, ethnicity and integration.
