This study was designed to explore the relationship between highly qualified special education teachers and students with disabilities making Adequate Yearly Progress. The study was conducted through a survey as well as retrieving data from the Illinois Board of Education. Data was collected and reviewed to find there is a small relationship between highly qualified teachers and AYP. Through research and analyzing this data, more questions have been raised. Discussion for further research is included.
