Book excerpt: In the wake of the food crises of the early 1970s and the resulting World Food Conference of 1974, a group of innovators realized that food security depends not only on crop production, but also on the policies that affect food systems, from farm to table. The International Food Policy Research Institute (IFPRI) was founded in 1975 and for the past four decades has worked to provide partners in donor and recipient countries with solid research and evidence on policy options. IFPRI was fortunate to have as its first board chairman, world-renowned Australian economist Sir John Crawford, who was a passionate advocate for international agricultural research and an architect of CGIAR, of which IFPRI is a member. Agriculture and rural development play a critical role in alleviating poverty and undernutrition. The Australian Department of Foreign Affairs and Trade (DFAT) has focused its efforts on three pillars of food security: improving agricultural productivity, increasing rural livelihoods, and improving community resilience. This demonstrates Australias commitment to serving the needs of the poorest and constructing the building blocks of global food security in the long term. In 20132014, the Australian governments spending on food security is expected to total more than 316 million Australian dollars. Working with many longstanding partners, such as the government of Australia and its Australian Centre for International Agricultural Research (ACIAR), IFPRIs research focuses on sustainable agricultural growth that engages the private sector, country-led strategy development, investment in agricultural research, provision of safety nets to strengthen resilience, prioritization of nutrition interventions for women and children, design of climate change adaptation and mitigation strategies, and partnerships with other stakeholders in global movements, such as Scaling Up Nutrition. IFPRI, and its partners, help to improve programs and initiatives for vulnerable people. By serving as a trusted voice on food policy issues, IFPRI works to change mindsets and provide evidence on how to improve food and nutrition security. Together, IFPRI and the Australian government support cutting-edge research and measurable targets for increasing agricultural productivity. Milestones such as the Scaling Up Nutrition (SUN) Movement, the Lancet Maternal and Child Nutrition Series, and the Second International Conference on Nutrition (ICN2) have marked the rapid rise of nutrition on the global policy and research agenda. These developments reverse years of relative neglect for nutrition. Undernutrition is a global challenge with huge social and economic costs. It kills millions of young children annually, stunts growth, erodes child development, reduces the amount of schooling children attain, and increases the likelihood of their being poor as adults, if they survive. Stunting persists through a lifetime and beyond—underweight mothers are more likely to give birth to underweight children, perpetuating undernutrition across generations. Undernutrition reduces global gross domestic product by US$1.4–$2.1 trillion a year—the size of the total economy of Africa south of the Sahara.

Book excerpt: Despite a rapidly growing enthusiasm around applications of information and communications technologies (ICTs) to smallholder agriculture in developing countries, there are still many questions on the effectiveness of ICT-based approaches. This study assesses the effects of videomediated agricultural extension service provision on farmers’ knowledge and adoption of improved agricultural technologies and practices in Ethiopia. The study focuses on a program piloted by the Government of Ethiopia and Digital Green and poses three questions. First, to what extent does video-mediated extension lead to increased uptake of improved agricultural technologies and practices by smallholder farmers? Second, is video-mediated extension targeted at both spouses of the household more effective than when only targeted at the (typically male) household head? Third, how cost-effective is a video-mediated approach to extension provision? The study explores these questions with a randomized controlled trial designed to evaluate the video-mediated approach as applied to three priority crops (teff, wheat, maize) and three technologies (row planting, precise seeding rates, and urea dressing). The trial was implemented in 347 kebeles (village clusters) during the 2017 meher (rainy) season in Ethiopia’s four most agriculturally important regional states. Analysis of data from our surveys of 2,422 households and 896 extension agents indicates that the video-mediated approach is more effective than the conventional approach in achieving several key outcomes. Specifically, we find that videomediated extension reaches a wider audience than the conventional approach and leads to higher levels of agricultural knowledge and uptake of technologies in those kebeles randomly assigned to the program. While our results do point to greater participation and greater knowledge of female spouses in kebeles where both male and female spouses were targeted by the program, we do not find clear evidence that the more inclusive approach translated into higher uptake of the subject technologies and practices. Finally, we find that the video-mediated approach becomes less costly as the scale of operation increases.

This support has helped IFPRI partner with strategic European partners in civil society, higher education, and public sector areas, with a focus on making food security research accessible through the development of global public goods, capacity-building networks, and technological platforms. In June 2015, IFPRI, the EC, and the German Ministry for Economic Cooperation and Development (BMZ) joined together to bring experts and stakeholders to discuss the latest thinking on sustainably improving livelihoods and welfare at a Brussels workshop, “Improving Food Systems for Better Lives.” The workshop highlighted the need for greater convergence among diverse actors, sectors, and stakeholders for the development and implementation of innovative solutions that will improve food systems and enhance food and nutrition security around the world.

Among the many issues that adolescents face, poor nutrition, non-communicable diseases (NCDs), marriage, and childbearing are of key importance as they have far-ranging and intergenerational consequences. This Data Note examines the national-level trends and spatial variability at state and district levels for a set of key nutrition outcomes, NCDs, marriage, and childbearing status among Indian adolescents (15-19 years; girls and boys). The findings are based on data from the three rounds of India’s National Family Health Surveys (NFHS) – NFHS 2006, 2016, and 2021. The Data Note concludes with key takeaways for adolescents’ wellbeing and identifies areas for improvement. This Data Note can be used for further inquiry by stakeholders including researchers, policymakers, and program staff at multiple levels.
