Book excerpt: The vision of the Nordic council of Ministers for the Nordic region is built on visibility and international engagement. In research and education, the aim is to strengthen international competitiveness and safeguard a leading position in knowledge and welfare. Against this background Oxford Research and the Confederation of Danish Industry has been asked to conduct a feasibility study on how to increase cooperation between the Nordic countries and the U.S. within higher education, research and innovation. The results of the study shows that cooperation is well established but at the same time there is an interest in and potential for even stronger collaboration. A number of recommendations are given for concrete actions to be taken the by Nordic Council of Ministers and other actors interested in increasing the cooperation between the Nordic countries and the U.S.

Book excerpt: Vocational Education in the Nordic Countries: Learning from Diversity is the second of two books that disseminates new and systematic knowledge on the strengths and weaknesses of the different models of vocational education and training (VET) in four Nordic countries. Vocational education in Europe has resisted standardisation to a higher degree than other fields of education, and during the last decade, there has been a growth in international, comparative VET research. While the Nordic countries provide an ideal case for comparative education studies, the literature in English on the Nordic VET systems is at present very limited. This book provides thorough examinations of VET in Sweden, Denmark, Norway and Finland. Each section examines the current challenges for VET, compares how these challenges are managed, and explores recent reforms and institutional innovations. Contributors also analyse institutions and policies at the national level and include comparative studies of two occupations at the micro-level in the four countries. The book explores what can be learned from the diversity of the VET systems in the Nordic countries, which otherwise have many similarities and share a common heritage in education policy. This volume will help strengthen the knowledge base required for transnational policy learning, and for developing vocational education internationally for the future. Book excerpt: The Nordic agreement on admission to higher education aims to ensure that in all the Nordic countries applicants to higher education from another Nordic country should be considered for admission on the same or equivalent basis as local applicants. In 2014 the Nordic Institute of Studies in Innovation, Research and Education (NIFU) evaluated the agreement. In the report the evaluators give a description and a mapping of Nordic student mobility in a European context, as well an evaluation how appropriate and effective the agreement is. It is concluded that the agreement and Nordic cooperation is largely taken for granted and that the agreement has both a practical and symbolic value for Nordic cooperation. For the future development four possible scenarios and a set of general recommendations are given.

Book excerpt: According to the strategy for Nordic co-operation in education and research the Nordic countries should remove obstacles for free movement for students and researchers in the Nordic region. One goal with this report has been to identify obstacles for organizing joint programmes on master level. The Nordic Council of Ministers has until now financed, in co-operation with universities, 23 Nordic Master Programmes. Minimum of three higher education institutions develop joint programmes, that will attract both Nordic and non-Nordic students. The report gives an overview of the legislation in relation to joint degrees in the Nordic countries. It also has recommendations for the Nordic Master Programme and offers separate thematic documents like a template for a joint diploma. The report will hopefully serve as practical guide book for those in the process of planning or building up joint master programmes. Hopefully, the report also makes a contribution to developing other international joint programmes.

Book excerpt: This book focuses on how the Northern futures are transformed through regional cooperation in the Barents eduscape: a study of the social, cultural and political aspects of higher education and the exchanges of learning and people in the Euro-Arctic Barents region, especially between Norway and Russia. Cultural exchange through higher education involving actors such as students and institutions is an integral part both of the Bologna process and of the policies currently changing higher education. It is also a process of social and cultural change of which we have limited knowledge. Cultural exchange is learned, implemented and performed by the actors who are involved, from the highest political level to the grassroots and the students themselves. Available knowledge of these macro- and micro-processes of cultural exchange is largely fragmented and distinctly framed in national and/or disciplinary (i.e. pedagogical) contexts. In order to understand the transformative potentials of higher education and cultural exchange, this book focuses on the social, cultural and political aspects of the transformations of the futures in the North. This book shows that educational cooperation between Norway and Russia is possible, but also that the existing practices are extremely vulnerable to changes seen through micro theoretical perspectives. By developing new theories which bind major theories, international political decisions, methodological procedures and contextual descriptions together, this book is a first step in the direction of institutionalizing educational cooperation between the various and different academic societies, cultures and political systems.
