Book Higher Education and Democratic Politics in Post reform India

Download or read book Higher Education and Democratic Politics in Post reform India written by Simantini Mukherjee and published by . This book was released on 2012 with total page 247 pages. Available in PDF, EPUB and Kindle. Book excerpt: A puzzle of economic liberalization in democratic and democratizing countries is how reforms were implemented in rent-seeking economies where diverse interests competed with one another for monopoly over state-owned resources. In answering this question, scholars of comparative politics have drawn attention to how policymakers have tried to manage the costs for social groups that stand to lose from reform. For instance, the persistence of rent-seeking in liberalizing states has resulted from the state's attempts to placate powerful constituencies faced with adequate incentives to organize against reform. In this dissertation I use the case of post-liberalization India to contribute to this scholarship. I argue that the Indian state has sought to manage the costs of reform by using the policy arena of education reform as a site of patronage and social management. However, such policies have had unintended consequences, as reforms have produced new elite groups that have influenced policy outcome via mobilization in non-electoral spaces such as the judiciary. In investigating the politics of opposition by such elite groups, my dissertation shows how the Supreme Court became the site for consolidation of a post-reform entrepreneurial identity that arose at the intersection of discourses on caste, community and religion. Thereby, it also looks at the ways in which the judicial institution has traditionally served as the institutional counter-mechanism to policy-making by legislatures in democracies.

Available in PDF, EPUB and Kindle. Book excerpt: This book explores the nature of public universities and higher education reforms in emerging economies, with a focus on India, South Africa and Brazil. Drawing on context-based case studies, the essays in the volume highlight the state of public universities amongst the developing world with their shared colonial past and social, caste and race inequalities. Based on comparative and multidisciplinary studies, the book provides a critical account of the policy reforms and changes on account of globalization and markets in higher education in public universities of the Global South regions. The chapters also compare methodological approaches to university reform and restructuring of public universities and higher education systems in USA, Australia, the European Union and India, and examine the California model, the Bologna process, the Melbourne model, the University of Delhi reforms, and engage critically with the New Public Management inspired reform policies. The book further lays the groundwork for understanding 'massification' in a contextual way, and the possibilities for expansion of scale of mass higher education through public provision. With its empirical findings and social theory analyses by global experts, the volume will be of great interest to scholars and researchers of education, higher education, sociology and social anthropology, development studies, public policy and administration, politics, political economy, and Global South studies. It will also be useful to educationists, policymakers and civil society organizations.

How are higher education systems evolving structurally as a result of these and other pressures? In light of these changes, how can higher education be a positive force for democratizing societies? This book examines the emerging trends taking place in higher education systems around the world, focusing on the most salient political and social forces that underlie these trends. Book Politics Policy and Higher Education in India

Download or read book Politics Policy and Higher Education in India written by Sunandan Roy Chowdhury and published by . This book was released on 2017 with total page 167 pages. Available in PDF, EPUB and Kindle. Book excerpt: Considering the evolution of Indian higher education policy from British colonial rule to modern day India, this pivot examines key policy issues in fields as diverse as language, nationalism and economic development. Focusing on India’s relationship with the world at large and the state of class conflict in India’s universities, it assesses the country’s politics as they have impacted education policy, as well as the state of higher education and of universities in India. The book contends that India’s elite and power-stream have developed a higher education policy that has successfully catered to the creation and reproduction of a tiny economic elite which excludes the largest sections of higher education institutions and society. This skewed policy and its concomitant development has led to India remaining a pygmy nation when it comes to living standards or innovation in natural and social sciences. Through cutting edge interdisciplinary research, this pivot offers an insightful addition to the debate on higher education thinking, in India and further afield, across the realms of politics, policy and philosophy.
