Book The Higher Education Act

Download or read book The Higher Education Act written by Congressional Research Service and published by Createspace Independent Publishing Platform. This book was released on 2015-01-16 with total page 50 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Higher Education Act of 1965 (HEA; P.L. 89-329) authorizes numerous federal aid programs that provide support to both individuals pursuing a postsecondary education and institutions of higher education (IHEs). Title IV of the HEA authorizes the federal government's major student aid programs, which are the primary source of direct federal support to students pursuing postsecondary education. Titles II, III, and V of the HEA provide institutional aid and support. Additionally, the HEA authorizes services and support for less-advantaged students (select Title IV programs), students pursing international education (Title VI), and students pursuing and institutions offering certain graduate and professional degrees (Title VII). Finally, the most recently added title (Title VIII) authorizes several other programs that support higher education. The HEA was last comprehensively reauthorized in 2008 by the Higher Education Opportunity Act of 2008 (HEOA; P.L. 110-315), which authorized most HEA programs through FY2014. Following the enactment of the HEAO, the HEA has been amended by numerous other laws, most notably the SAFRA Act, part of the Health Care and Education Reconciliation Act of 2010 (P.L. 111-152), which terminated the authority to make federal student loans through the Federal Family Education Loan (FFEL) program. Authorization of appropriations for many HEA programs expired at the end of FY2014 but has been extended through FY2015 under the General Education Provisions Act. This report provides a brief overview of the major provisions of the HEA.

Book Hearing on the Reauthorization of the Higher Education Act of 1965

Subcommittee on Postsecondary Education and published by . This book was released on 1991 with total page 154 pages. Available in PDF, EPUB and Kindle. Book excerpt: The United States House of Representatives' Subcommittee on Postsecondary Education met in one of a series of hearings on the reauthorization of the Higher Education Act of 1965. This session heard testimony on: (1) Title III of the Act, addressing a program that provides aid to institutions of higher education which serve large numbers of disadvantaged students and that are in a weak financial condition; and (2) Title VIII, which provides aid to higher education institutions for establishing cooperative education programs. The discussion focused on strengthening institutions, historically black colleges and universities, a program of Endowment Challenge Grants, encouraging the training of minority teachers and professors, the varying mission and needs of community colleges versus four-year institutions, changes in the way the grants under the titles are administered, in particular a "wait out" period currently required before funds can be obtained, and issues surrounding the training of the work force of the future. Witnesses appeared representing professional education associations, community colleges and technical schools around the nation, historically black institutions of higher education and the Department of Education. The text contains testimony, prepared statements of the witnesses and statements of others who were not able to appear. (JB)

This book was released on 2019-02-05 with total page 255 pages. Available in PDF, EPUB and Kindle. Book excerpt: There are over 20 million young people of color in the United States whose representation in STEM education pathways and in the STEM workforce is still far below their numbers in the general population. Their participation could help re-establish the United States' preeminence in STEM innovation and productivity, while also increasing the number of well-educated STEM workers. There are nearly 700 minority-serving institutions (MSIs) that provide pathways to STEM educational success and workforce readiness for millions of students of colorâ€"and do so in a mission-driven and intentional manner. They vary substantially in their origins, missions, student demographics, and levels of institutional selectivity. But in general, their service to the nation provides a gateway to higher education and the workforce, particularly for underrepresented students of color and those from low-income and first-generation to college backgrounds. The challenge for the nation is how to capitalize on the unique strengths and attributes of these institutions and to equip them with the resources, exceptional faculty talent, and vital infrastructure needed to educate and train an increasingly critical portion of current and future generations of scientists, engineers, and health professionals. Minority Serving Institutions examines the nation's MSIs and identifies promising programs and effective strategies that have the highest potential return on investment for the nation by increasing the quantity and quality MSI STEM graduates. This study also provides critical information and perspective about the importance of MSIs to other stakeholders in the nation's system of higher education and the organizations that support them.

Book Improving Research Based Knowledge of College Promise Programs

Download or read book Improving Research Based Knowledge of College Promise Programs written by Laura W. Perna and published by American Educational Research Association. This book was released on 2020-03-20 with total page 358 pages. Available in PDF, EPUB and Kindle. Book excerpt: Also known as “free tuition” and “free college” programs, college promise programs are an emerging approach for increasing higher education attainment of people in particular places. To maximize the effectiveness of their efforts and investments, program leaders and policymakers need research-based evidence to inform program design, implementation, and evaluation. With the goal of addressing this knowledge need, this volume presents a collection of research studies that examine several categories and variations of college promise programs. These theoretically grounded empirical investigations use varied data sources and analytic techniques to examine the effects of college promise programs that have different design features and operate in different places. Individually and collectively, the results of these studies have implications for the design and implementation of promise programs if these programs are to create meaningful improvements in attainment for people from underserved groups. The authors’ efforts also provide a useful foundation for the next generation of college promise research.
