Book excerpt: This document records the oral and written testimony given at a congressional hearing on school-to-work transitions, focusing on four local programs that have involved cooperation between industry, labor, schools, and the local community to help young people bridge the gap between school and work. The four programs described are as follows: (1) the General Motors-United Auto Workers Quality Education Program designed to bring female and minority high school students into the skilled trades; (2) BOSS (Business as On-Site Schools), a cooperative effort with Southern Bell, the Communication Workers of America, and the Alachua County School Board in Florida, in which at-risk students work at a Southern Bell facility for 20 hours per week under the direction of a mentor; (3) the Pennsylvania Youth Apprenticeship Program of the Industrial Modernization Center in Pennsylvania, which is operated as a machine shop youth apprenticeship program primarily for the metal trades; and (4) the Roosevelt Renaissance Program, a high school restructuring program in Portland, Oregon. All witnesses emphasized the cooperation needed in their programs, and the successes they had achieved. More such efforts were advocated, and federal legislation addressing the need for such programs is being drafted. (KC)

Book excerpt: This document records the oral and written given by witnesses at a Congressional hearing on the School-to-Work Opportunities Act of 1993 held in Fall 1993. Witnesses included Senators, the U.S. Secretary of Education, the U.S. Secretary of Labor, business officials, school officials, and program directors of various local and state programs. The testimony noted that the United States is one of the few Western nations that does not provide a career path for noncollege-bound students. It was suggested that formal programs encompassing the last 2 years of high school and 1-2 years after high school be set up to provide students with skills and certification. Cooperation between school systems and business and industry is essential to set up such programs. Testimony also profiled various successful programs throughout the country, such as "academies" for various industries set up within high schools. Such programs have resulted in students not only gaining job skills but also going on for further training or college education. Also stressed was the need to set and adhere high standards and to have staff encouraging young people to look to their futures. (KC)

Book excerpt: Recognizing the difficult time most youths face in finding a good job after high school graduation, the Austin (Texas) Independent School District developed strategies to improve the transition. A high level of collaborative activity was already underway in Austin between the school district and the community, but most programs had been started without linkage to each other or to the curriculum or instructional practices. Recommendations were made to design a system that would do the following: (1) improve career foundations (enhanced basic skills, thinking skills, personal traits, and career awareness and exploration for all youth; to develop learning and training records and career passports to document and signal career foundations, achievements, and experience); and (2) develop learning and training paths from high school into career opportunities in the workplace. Key principles underlying this strategy are to improve communication between industry and school personnel and to link work opportunities to effort and achievement in school, thereby strengthening incentives for students to learn. A proposal was made to implement the program with one school feeder school system in the district as a model. (Contains 189 references.) (KC)

Book excerpt: According to conventional wisdom, big business wields enormous influence over America's political agenda and is responsible for the relatively limited scale of the country's social policies. In Stuck in Neutral, however, Cathie Jo Martin challenges that view, arguing that big business has limited involvement in social policy and in many instances desires broader social interventions. Combining hundreds of in-depth interviews with careful quantitative analysis, Martin shows that there is strong support among managers for government-sponsored training, health, work, and family initiatives to enhance workers' skills and productivity. This support does not translate into political action, surprisingly, because big firms are not organized to intervene effectively. Every large company has its own staff to deal with government affairs, but overarching organizations for the most part lobby ineffectively for the collective interests of big business in the social realm. By contrast, small firms, which cannot afford to lobby the government directly, rely on representative associations to speak for them. The unified voice of small business comes through much more clearly in policy circles than the diverse messages presented by individual corporations, ensuring that the small-business agenda of limited social policy prevails.
