Book excerpt: The Advanced Placement (AP) program allows students to participate in college preparatory coursework while in high school as well as the option of earning college credit. It is presumed enrollment policies provide students with equal opportunities to access AP. Yet, African American and Hispanic students from poverty are underrepresented student groups participating in the AP program. The purpose of this study was to examine perceptions of personnel working at a high poverty, predominately minority high school (HS) on policies and practices that determine minority and low-income student enrollment in to the AP program. A qualitative study was conducted at a high poverty, predominately minority school located in Midwestern, United States. Data collection included interviews with school personnel; review of school artifacts, and policies from the school, the local district, the state department of education and the College Board. This study concluded policies are critical for consistent student placement practices by enrollment gatekeepers. However, policies alone will not provide equitable access and opportunity for all students. Traditional HS practices influenced by staff biases, beliefs, and master schedules create barriers, preventing some students from being identified and prepared for rigorous, college preparatory courses (DeLany, 1991; Taliaferro DeVance & DeCuir-Gunby, 2008). Strong leadership focused on implementing and monitoring reforms to create a cultural competent learning environment is necessary to combat deficit viewpoints and low expectations by staff of poor and minority students.

Book excerpt: School Is a Joke: Ethnography of Inner City Public School Students’ Perception and Sensemaking of School and Schooling explored minority and low-SES inner-city high school students’ perception and sense-making of school, schooling, learning, academic behaviors, and academic achievement through an integrated theory of human development, learning, and achievement. The author sought an understanding of the reason behind the persistent academic failure of inner-city minority and low-SES high school students, as well as the academic achievement gap within and between this subgroup of students. Conducted in a high-poverty, high-minority comprehensive inner-city high school in the south of the United States of America, the aim of the study was threefold. First, the author explored the factors operating in high school students’ thoughts, feelings, actions, and reactions to school and academic achievement. Second, she examined the mechanisms by which these factors operate. Third, she utilized an integrated humanistic paradigm in analyzing student learning and academic behavior, the interaction between student characteristics and school processes, and the school culture that emerged from the interaction. The integrated framework for the study comprised of Bronfenbrenner’s bioecological model of human development, Bandura’s sociocoginity theory of learning, and Bourdieu’s concept of habitus. The study’s findings have implication for student learning, academic behavior, and academic achievement; school organization and functioning, as well as administrative behavior and school culture.

McWherter, the State of Tennessee's desegregation case, mandated the development of a series of programs that would provide access to the state public higher institutions for all of its residents. These initiatives were developed to remedy the vestiges of a dual system of higher education that practiced legal discrimination and segregation. The Tennessee Pre-Professional Program (TPP), one of the desegregation mandates, was designed to increase the representation of black Tennessee residents in the state-supported professional schools of law and medicine. Under the state's dual system of higher education, these opportunities were non-existent for the state's black population. Specifically, the goal of TPP was to increase the number of the state's black residents who enroll in and graduate from Tennessee's professional schools of medicine, veterinary medicine, dentistry, pharmacy, and law. This research project was designed to evaluate TPP to determine its effectiveness in meeting its goals from 1984 through 1994. Based on the evaluative indicators, this research project determined that TPP was basically ineffective in meeting its goal for the 10-year period of study, in spite of a small percentage of positive outcomes. The study also determined that the program was not an efficient use of tax dollars as it was operated from 1984 through 1994. The study recommended that TPP be terminated and reestablished with similar goals under the auspices of the state professional schools of medicine, veterinary medicine, dentistry, pharmacy, and law.
