The principal recommendations include the suggestion that the Department of Defense and the Air Force establish a High Power Microwave Systems Program Office for the purpose of developing these weapons and integrating them into the combatant commands. This systems program office should be a joint program office that involves the participation of the Army, Navy, and Marine Corps as well as other agencies. Only then will the U.S. military be able to maximize the development of microwave applications, minimize costs, and facilitate the transition of this unique technology to the military services and other government agencies. Not only should defense contractors be encouraged to develop the technical capabilities that would permit them to participate in microwave weapons programs, but this study also concludes that all U.S. military system should be hardened to protect them against the effects of microwaves."--Page v

These technologies quickly evolved into many applications in the military, including advanced early warning, detection, and weapon fire control. Scientists and engineers continued to investigate the frequency spectrum to increase power levels and to develop additional applications. The term "directed energy" was once relegated to science fiction. It would be difficult to find a science fiction novel or movie that does not address directed energy weapons. But "directed energy" is now a scientific fact of life with laser pointers, pagers, fax machines, and supermarket checkout scanners. However, one area of the directed energy spectrum that has received significantly less attention and support is high power microwave technology. In view of the relative paucity of knowledge about microwaves within the Department of Defense, this study examines the role of high power microwave technology and its applications for the defense establishment. In recent years, the modern battlefield has become a "target rich" environment for high power microwave weapons. Except for the standard rifle, gun, knife, or grenade, virtually all military equipment contains some electronics. For example, in the Gulf War, the average squad or platoon of soldiers had numerous devices, ranging from radios to Global Positioning System (GPS) receivers, which they used to provide communication and information about the battlefield.

Book excerpt: During the Cold War the United States developed the Trident class ballistic missile submarine (SSBN) to replace the aging fleet of forty-one Poseidon ballistic missile submarines. Each of the eighteen Trident class submarines built to carry the mantle of strategic nuclear deterrence was extremely large and quiet with tubes for twenty-four ballistic missiles. Following the breakup of the Soviet Union and the end of the Cold War, the United States conducted a review of its nuclear posture, which determined that only fourteen of these submarines were necessary to meet the needs of U.S. national security. Since these submarines are due for nuclear core refueling and overhaul and thus are no longer required to support U.S. nuclear policy, these submarines will be deactivated or refueled and converted to other purposes. These submarines are only halfway through their design life of forty-two years, and once refueled could be used for other missions. Furthermore, their large size makes these ships a prime candidate for conversion to a large variety of missions that require space, stealth, and endurance, This excess capability has convinced the U.S. Navy that it should develop a concept for converting the first four Trident class ballistic missile submarines into guided missile submarines (SSGN). This program would equip these submarines both for cruise missile operations and as special operations force insertion platforms. Each submarine could carry more than 100 Tomahawk cruise missiles and up to sixty-six special operations personnel with dual Dry Deck Shelter or two Advanced SEAL Delivery System mini-submarines for SEAL deployment.

Book excerpt: Technological progress in a number of areas to include aerodynamics, micro- electronics, sensors, micro-electromechanical systems (MEMS), micro-manufacturing, and more, is ushering in the possibility for the affordable development and acquisition of a new class of military systems known as micro-air vehicles (MAV) MAVs are a subset of uninhabited air vehicles (UAV) that are up two orders of magnitude smaller than the manned systems that permeate our contemporary life, Recent advances in miniaturization may make possible vehicles that can carry out important military missions that heretofore were beyond our reach or could only be attained at great risk or resource expenditure. These missions will be possible if MAVs can fulfill their potential to attain certain attributes to include: low cost, low weight, little to no logistical "footprint," mission versatility, range, endurance, stealth, and precision. A review of the literature in this area indicates that the military potential of this emerging field remains on the "technological push" side of the equation with little to no "requirements pull" from the user community. Accordingly, concepts of operations deriving from the war fighting community - particularly the United States Air Force (USAF) - are sparse. At a higher level, the potential of micro-air vehicles opens up new possibilities in the formulation of military strategies that require investigation. This paper provides an outline of the contemporary technological dimension of MAVs and contemplates how they might be used to enhance Air Force operations.

Many of the difficulties in bringing the promise of HSI to fruition have very little to do with the technology itself. As will be discussed shortly, HSI technology has been successfully demonstrated in a variety of diverse applications. In point of fact, it is the versatility of HSI that may be hindering its implementation into the mainstream of the U.S. military's intelligence gathering capability. The objective of this paper is threefold. The first goal is to introduce the reader to both the technology itself and the myriad potential applications of Hyperspectral Imagery. The second goal is to realistically examine the challenges that HSI must overcome, specifically in the areas of how HSI fits into the world of joint vision, intelligence doctrine, and the intelligence cycle. Finally, the paper will provide a series of recommendations some focused on organizational issues and others on acquisition issues that will address the majority of the challenges faced by the intelligence community as they endeavor to incorporate an HSI capability into the U.S. intelligence community.

A planned system is rigid, slow to react, and resists or ignores change, which contrasts with how the military traditionally develops weapon systems. One word that distinguishes between evolutionary and planned development is "chaos." Chaos, like risk, is unavoidable, and hence should be managed rather than avoided. Indeed, a certain degree of chaos is desirable because it generates the necessary set of adaptations and ideas that can eventually be "selected" for evolutionary improvement. The Darwinian concept of "survival of the fittest" can be applied to ideas, systems, and organizations that seek to maintain a competitive advantage.

To effectively carry out the Homeland Security mission, the Coast Guard must leverage existing and developing technologies. These technologies will improve efficiency across the full spectrum of Coast Guard missions. While these technologies are not cheap; costs for research, development, and application can be greatly reduced by partnering with other agencies. To leverage these technologies to improve Homeland Security effectiveness, a process for evaluating and infusing emerging technology within the Coast Guard must be developed. This process must then be institutionalized within the Coast Guard's corporate structure.
