Information is provided on the current and proposed state of the practice in North America. This synthesis describes the state of the art with respect to preferential treatment for HOVs on highways. This report of the Transportation Research Board provides information on long-distance facilities, such as barrier-separated, concurrent-flow (separated and nonseparated), and contraflow facilities, as well as on short-distance facilities, such as queue by-pass lanes. Planning, design, and operational features of each treatment are described. The issues and operating results are described, and specific case studies are included.

Available in PDF, EPUB and Kindle. Book excerpt: High occupancy vehicle (HOV) facilities are an important tool in relieving the congestion that continues to build on many urban roadways. By moving more people in fewer vehicles, the existing infrastructure can be used more efficiently. Operating HOV lanes is not a simple matter however. HOV lanes can be controversial, and the task of making them comprehensible and easy to use is not insignificant. Recognizing the importance of signing and pavement marking strategies on the success of HOV implementation, the Traffic Engineering Division of the Virginia Department of Transportation requested a study of Virginia's HOV facility traffic control strategies. The study includes a literature review of signing and pavement marking for special use lanes, a survey of several states with active HOV programs, and a review of the HOV facilities in Virginia. The literature suggests that the majority of motorist do understand the meaning of the term HOV as well as the use of the diamond symbol that indicates an HOV lane. Motorist confusion occurs when HOV regulations are not consistent across a region, however. Varying the hours of operation or minimum vehicle occupancy increases the signing requirements and places a greater burden on motorists. HOV signs must be clear and state relevant restrictions on use. In addition, other efforts should be undertaken to educate motorists about HOV benefits and requirements for use. Enforcement is critical to the success of HOV programs and should be a coordinated effort between the Department of Transportation and the enforcement agencies.

Book excerpt: Limited capital investment for major transportation improvements and growth in metropolitan areas require the most efficient use of the existing transportation system. One means to achieve this is high-occupancy vehicle (HOV) lanes. While an extensive system of permanent HOV lanes is planned for the Dallas-Fort Worth urbanized area, the Texas Department of Transportation (TxDOT) and Dallas Area Rapid Transit (DART) have pursued and continue to pursue short-term or interim HOV lane projects that would enhance public transportation and overall mobility. There are currently 57 km (35.4 mi) of interim HOV lanes operationalin the Dallas area, including a barrier separated contraflow lane on I-30 (East R.L. Thornton Freeway) and buffer-separated concurrent flow HOV lanes on I-35E North (Stemmons Freeway) and I-635 (Lyndon B. Johnson Freeway). The objective of this research is to investigate the operational effectiveness of the new concurrent flow HOV lanes in the Dallas area, as well as to assess the effectiveness of concurrent flow (buffer-separated) versus contraflow (barrier-separated) HOV lanes. Issues such as person movement, carpool formation, travel time savings, violation rates, and project cost effectiveness are addressed. By understanding the operational performance and issues of both concurrent flow (buffer-separated) HOV lanes and contraflow (barrier-separated) HOV lanes, recommendations can be made on suggested HOV lane policies, including the type of permanent HOV lanes to be implemented in the Dallas area.

Book excerpt: High-occupancy vehicle (HOV) facilities in Virginia have proven to be effective in enhancing mobility. This success, along with the availability of electronic toll collection technology, has led the Commonwealth to expand the HOV system and pursue the implementation of high-occupancy toll (HOT) facilities in the state. Although these facilities hold promise to help address the growing demand for travel in Virginia, a significant challenge in achieving their potential lies in the ability to enforce occupancy requirements in a manner that has minimal impact on the operation of the facilities. This has proven to be a challenge for HOV facilities and will be an even more complex undertaking on HOT facilities. The purpose of this study was to examine occupancy enforcement on HOV and HOT facilities. This examination focused on three areas: assessing the impact of existing manual violation enforcement techniques on HOV violation rates; exploring the feasibility of using new technologies/techniques to improve the effectiveness of violation enforcement; and assessing the impact of violation enforcement techniques on the operations of HOV/HOT lanes. The results of the research indicate that current saturation enforcement techniques are not effective in reducing violation rates. However, no proven technologies are currently available that offer the potential to automate enforcement of occupancy restrictions. Finally, a simulation methodology was developed that may be used to estimate the operations' impacts on current and future enforcement techniques and technologies. The report offers a number of recommendations to address the challenges of HOV/HOT occupancy enforcement in Virginia: (1) the current practice of sporadic saturation enforcement should be discontinued in exchange for regular, continuous enforcement; (2) the HOV Enforcement Task Force should look critically at current HOV policies to identify and recommend specific changes to reduce the likelihood of citations being dismissed in adjudication; and (3) the methodology developed in this research should be used to evaluate new enforcement techniques and technologies before they are implemented.
