Shortage and Famine in the Late Medieval Crown of Aragon details the social causes and responses to three events of varying magnitude that struck the western Mediterranean: the minor food shortage of 1372, the serious but short-lived crisis of 1384–85, and the major famine of 1374–76, the worst famine of the century in the region. Shifts in military action, international competition, and violent attempts to control trade routes created systemic panic and widespread starvation—which in turn influenced decades of economic policy, social practices, and even the course of geopolitical conflicts, such as the War of the Two Pedros and the papal schism in Italy. In a world shaped by God, how did they treat environments marked by religious difference? The Keys to Bread and Wine explores the answers to these questions in Valencia in the later Middle Ages. When Christians conquered the city in 1238, it was already one of the richest agricultural areas in the Mediterranean thanks to a network of irrigation canals constructed under Muslim rule. Despite this constructed environment, drought, flooding, plagues, and other natural disasters continued to confront civic leaders in the later medieval period. Abigail Agresta argues that the city's Christian rulers took a technocratic approach to environmental challenges in the fourteenth century but by the mid-fifteenth century relied increasingly on religious ritual, reflecting a dramatic transformation in the city's religious identity. Using the records of Valencia's municipal council, she traces the council's efforts to expand the region's infrastructure in response to natural disasters, while simultaneously rendering the landscape within the city walls more visibly Christian. This having been achieved, Valencia's leaders began by the mid-fifteenth century to privilege rogations and other ritual responses over infrastructure projects. But these appeals to divine aid were less about desperation than confidence in the city's Christianity. Reversing traditional narratives of technological progress, The Keys to Bread and Wine shows how religious concerns shaped the governance of the environment, with far-reaching implications for the environmental and religious history of medieval Iberia.

In this book, Erik Swyngedouw explores how water becomes part of the tumultuous processes of modernization and development. Using the experience of Spain as a lens to view the interplay of modernity and environmental transformation, Swyngedouw shows that every political project is also an environmental project. In 1898, Spain lost its last overseas colony, triggering a period of post-imperialist turmoil still referred to as El Disastre. Turning inward, the nation embarked on “regeneration” and modernization. Water played a central role in this; during a turbulent period from the twentieth century into the twenty-first—through the Franco years and into the new era of liberal democracy—Spain's waterscapes were completely transformed, with large-scale projects that ranged from dam construction to irrigation to desalinization. Swyngedouw describes the contested political-ecological process that marked this transformation, showing that the Spain's diverse and contested paths to modernization were predicated on particular trajectories of environmental transformation. After laying out his theoretical perspectives, Swyngedouw analyzes three periods of Spain's political-ecological modernization: the aspirations and stalled modernization of the early twentieth century; the accelerated efforts under the authoritarian Franco regime—which included six hundred dams, expanded hydroelectricity, and massive irrigation; and the changing hydro-social landscape under social democracy. Offering an innovative perspective on the relationship of nature and society, Liquid Power illuminates the political nature of nature.

Book excerpt: This book addresses two major issues in natural resource management and political ecology: the complex conflicting relationship between communities managing water on the ground and national/global policy-making institutions and elites; and how grassroots defend against encroachment, question the self-evidence of State-/market-based water governance, and confront coercive and participatory boundary policing (‘normal’ vs. ‘abnormal’). The book examines grassroots building of multi-layered water-rights territories, and State, market and expert networks’ vigorous efforts to reshape these water societies in their own image – seizing resources and/or aligning users, identities and rights systems within dominant frameworks. Distributive and cultural politics entwine. It is shown that attempts to modernize and normalize users through universalized water culture, ‘rational water use’ and de-politicized interventions deepen water security problems rather than alleviating them. However, social struggles negotiate and enforce water rights. User collectives challenge imposed water rights and identities, constructing new ones to strategically acquire water control autonomy and re-moralize their waterscapes. The author shows that battles for material control include the right to culturally define and politically organize water rights and territories. Andean illustrations from Peru, Ecuador, Bolivia and Chile, from peasant-indigenous life stories to international policy-making, highlight open and subsurface hydro-social networks. They reveal how water justice struggles are political projects against indifference, and that engaging in re-distributive policies and defying ‘truth politics,’ extends context-particular water rights definitions and governance forms.
