The last ten years have witnessed an international reckoning on sexual violence, typified in the mainstream imagination by the #MeToo movement, acknowledgement of the violence of university campus life, and the overdue recognition of the enduring harms of child sexual abuse. While the state has been forced to respond through law and other political processes, at times revealing its agility and at other times its archaic investment in the past, much of the real work responding to sexual violence and abuse has taken place within communities, and in the personal responses of the individuals writing the scripts of their experiences. This volume explores the nuances of these individual experiences and considers how they are shaped and reflected by intersecting axes of power including gender, race, class, age and able-bodied status. It reflects on law and law reform in the area and suggests new modes and frames through which to explain and understand sexual violence and institutional responses to it. Debates within this contested personal and political arena do not map onto longstanding binaries of liberal and radical feminism, nor conservative and progressive politics. This interdisciplinary volume traces that murky terrain and features some of the leading international scholars writing on sexual violence in English today. The secrecy surrounding intelligence means that publication of intelligence is highly restricted, barring occasional whistle-blowing and sanitised official leaks. These characteristics mean that intelligence, if publicised, can be highly manipulated by intelligence elites, while civil society’s ability to assess and verify claims is compromised by absence of independent evidence. There are few studies on the relationship between civil society and intelligence elites, which makes it hard to form robust assessments or practical recommendations regarding public oversight of intelligence elites. Addressing that lacuna, this book analyses two case studies of global political significance. The intelligence practices they focus on (contemporary mass surveillance and Bush-era torture-intelligence policies) have been presented as vital in fighting the ‘Global War on Terror’, enmeshing governments of scores of nation-states, while challenging internationally established human rights to privacy and to freedom from torture and enforced disappearance. The book aims to synthesise what is known on relationships of influence between civil society and intelligence elites. It moves away from disciplinary silos, to make original recommendations for how a variety of academic disciplines most likely to study the relationship between civil society and intelligence elites (international relations, history, journalism and media) could productively cross-fertilise. Finally, it aims to create a practical benchmark to enable civil society to better hold intelligence elites publicly accountable. This book will be of great interest to students of intelligence studies, surveillance, media, journalism, civil society, democracy and IR in general.

The book starts from the perspective that contemporary international higher education reproduces existing privileges, and the book goes on to argue that widening participation agendas should recognise the changing nature of academic life through a more inclusive, holistic approach. Seal argues that it is essential to include an informed understanding of how students position themselves in academia and how their identity and academic status is enabled and developed with the support of the university. In order to do this universities need to redefine their purpose and the nature of their relationships with the communities they purport to serve.
