The Waste Receiving and Processing Facility, Module 1, at the Hanford Site in south-central Washington State will process mostly heterogeneous solid wastes. The presence of hazardous materials is documented for some packages and unknown for others. Waste characterization is needed to segregate the waste, meet waste acceptance and shipping requirements, and meet facility permitting requirements. Sampling and analysis are expensive, and no amount of sampling will produce absolute certainty of waste contents. A sampling strategy is proposed that provides acceptable confidence with achievable sampling rates.

Whereas before, the complexity of quantifying difficult-to-measure (DTM) nuclides within sealed waste packages frustrated the efficient management of their disposal, the new SF methodology exploits known quantifiable ratios of DTM to easy-to-measure (ETM) nuclides so as to facilitate radioactive waste processing. This publication contains guidance and case studies from Member States where the technique has been successfully deployed, and provides an essential and effective complement to the recently published ISO standard 21238:2007 on the same topic.

The waste shipped to the facility includes gloves, rags, tools, and other debris or dried sludge that has been contaminated by radioactive elements, including plutonium, during production or cleanup activities in the DOE weapons complex. However, before the DOE seeks regulatory approval for changes to its characterization program, the agency should conduct and publish a systematic and quantitative assessment to show that the proposed changes would not affect the protection of workers, the public, or the environment, according to the committee. The assessment should take into account technical factors, societal and regulatory impacts, and the time and effort required to make the changes.

While both carbon storage and carbon utilization have costs, utilization offers the opportunity to recover some of the cost and even generate economic value. While current carbon utilization projects operate at a relatively small scale, some estimates suggest the market for waste carbon-derived products could grow to hundreds of billions of dollars within a few decades, utilizing several thousand teragrams of waste carbon gases per year. Gaseous Carbon Waste Streams Utilization: Status and Research Needs assesses research and development needs relevant to understanding and improving the commercial viability of waste carbon utilization technologies and defines a research agenda to address key challenges. This report reviews the suite of technologies available for source remediation and their ability to reach a variety of cleanup goals, from meeting regulatory standards for groundwater to reducing costs. The report proposes elements of a protocol for accomplishing source remediation that should enable project managers to decide whether and how to pursue source remediation at their sites.
