This book aims to fill this gap by bringing together a group of contributors who boast substantial field experience researching rural wage employment in various developing countries. It provides critical perspectives on mainstream approaches to rural/agrarian development, and analysis of agrarian change and rural transformations from a long-term perspective. This book challenges the notion that rural areas in low- and middle-income countries are dominated by self-employment. It purports that this conventional view is largely due to the application of conceptual frameworks and statistical conventions that are ill-equipped to capture labour market participation. The contributions in this book offer a variety of methodological lessons for the study of rural labour markets, focusing in particular on the use of mixed methods in micro-level field research, and more emphasis on capturing occupation multiplicity. The emphasis on context, history, and specific configurations of power relations affecting rural labour market outcomes are key and reoccurring features of this book. The empirical analyses show that non-farm income shares increase with overall consumption levels and, also, with time. Rural-dwellers in lower quintiles of the consumption distribution tend to earn a larger share of their nonagricultural incomes from wage labor activities. For the poorest, low-productivity wage labor activities are important. The quantile wage regression analysis for rural Mexico shows a rather heterogeneous impact pattern of individual characteristics across the wage distribution on monthly wages. The author's findings reveal that education is key to earning higher wages, and that workers in more dispersed rural areas earn less than their peers in semi-urban rural areas (localities with less than 15,000 inhabitants). The rural non-farm sector is heterogeneous and includes a great variety of activities and productivity levels across non-farm jobs. Moreover it can reduce poverty in a couple of distinct but qualitatively important ways in rural Mexico. The analysis of non-farm employment in rural Mexico suggests that the two key determinants of access to employment and productivity in non-farm activities are education and location.

Findings show that the poor allocate a lower share of their labor to farm sectors than the nonpoor do, but still around 70 percent work in agriculture, and the vast majority of rural workers are engaged in the informal sector. When examining nonfarm employment in rural Argentina, findings suggest that key determinants of access to employment and productivity in nonfarm activities are education, skills, land access, location, and gender. Employment analyses show that women have higher probability than men to participate in rural nonfarm activities and they are not confined to low-return employment. Moreover, workers living in poorer regions with land access are less likely to be employed in the nonfarm sector. There is strong evidence that educated people have better prospects in both the farm and nonfarm sectors, and that education is an important determinant of employment in the better-paid nonfarm activities. Labor wage analyses reveal that labor markets pay lower returns to poorer than to richer women and returns to education are increasing with increased level of completed education and income level. And nonfarm income and employment are highly correlated with gender, skills, household size, and education. This analysis also shows a rather heterogeneous impact pattern of individual characteristics across the income distribution, but education is important for all levels of income. Agricultural producer income analyses reveal that producers' income monotonically increases with land size and with completed education level, and positively correlates with road access and use of electricity, fertilizer, and irrigation. Finally, farms operated by women are slightly more productive than farms operated by men.

Book excerpt: Evaluations of agricultural technologies rarely consider how adoption may alter the labor allocation of different household members. We examine intrahousehold decision-making dynamics that shape smallholder agricultural households' decision to hire in mechanical rice transplanting (MRT), a technology that reduces demand for labor. To study the adoption decision, we employ an experimental approach to estimating the willingness-to-pay for MRT services, both at the level of individual men and women within the same households, as well as at the overall household level. We find that women value MRT more than men, but this difference in valuation is not driven by differences in their individual characteristics, but primarily by differences in preferences. Although women value MRT more than men, they have less influence over the ultimate technology adoption decision. In households with women working as outside hired laborers, the intrahousehold differences in MRT valuation disappear, suggesting that women value MRT as a means of reallocating on-farm labor to other unpaid family work. Labor-saving mechanization, such as MRT, may have important implications for rural labor markets and on the (gendered) division of labor within agricultural households.

It is widely accepted that those with limited attachment to the labor market are a highly heterogeneous group (including, for instance, recent job losers, long-term unemployed, school leavers with no labor-market experience, those close to retirement age, or people with caring responsibilities), and that understanding their circumstances and potential barriers is an essential prerequisite for designing and implementing a tailored and effective mix of policy support and incentives. The report takes a comprehensive view, focusing on both the labor market attachment of a country's out-of-work population and the social assistance package and poverty profile of the same segment of the population. In essence, the report looks at individuals through the lenses of both poverty/welfare status and labor market indicators, and, in doing so, the portraits helps move the dialogue from a purely labor market-centric view to a broader dialogue that includes social policy as a whole. This is an important shift; for instance, social protection programs, such as family benefits and maternity benefits, and broader social policy issues such as retirement ages, often have a great impact on who remains inactive. Specifically, the report presents portraits of the out-of-work population of six countries (Bulgaria, Estonia, Greece, Hungary, Lithuania and Romania) in terms of distance from the labor market, human capital, and labor supply conditions, as well as demographic conditions. The analysis relies on the European Union Statistics of Income and Living Conditions (EU-SILC) surveys for the years 2007 to 2011. Latent class analysis methodology allows multidimensional profiling of the out-of-work population, and identifies classes or groups of out-of-work individuals that are as homogeneous as possible within each class according to a set of observable characteristics, and as distant as possible between classes. Consequently, this analysis provide a much richer glimpse of the very different barriers to labor market integration that these various groups experience, considerably augmenting the limited amount of information contained in traditional descriptive statistics.

The programme has contributed to the growing interest in understanding labour markets in the poorest countries by producing high-quality research outputs and policy documents, as well as through interactions with various stakeholders and impacts on programs and policies. Across nine chapters dealing with different aspects of labour markets in developing countries, David Lam and Ahmed Elsayed provide lessons about what kinds of labour market programmes and policies can make a difference. Some of these lessons are about the difficulties that many well-intentioned programmes face when they are implemented. Vocational training programmes, for example, one of the most widely implemented labour market interventions, have a disappointing record when subjected to rigorous evaluation. Public Works programmes have also had mixed results when rigorously evaluated. Other lessons are more positive, however. Some of the modifications and additions to traditional programmes that have been tested recently in different projects have had encouraging results. The book provides evidence of what works and what doesn't in areas such as skills training, worker-firm matching, rural labour markets, migration, youth unemployment, and women's empowerment.
