Book excerpt: Worldwide, there is a vast but fragile earthen heritage that is barely surviving due to serious damage of the fabric. It is generally believed that natural agents are the overall cause for the decay of earthen heritage. However, when thoroughly evaluating, it can be observed that conservators interventions have a major impact, which leads to question current approaches to conservation and the reasons why intervention mistakes are repeated and why successful conservation results are still scarce. The research methodology of this investigation is based in a case study strategy analysing three World Heritage earthen sites, namely Chan Chan in Peru, At Ben Haddou in Morocco and Arg-e Bam in Iran. A combination of sources was also used, following a multi-method approach. This book suggests implementing standards for high quality intervention through the definition of criteria for decision-making and indicators of quality and best practice, as well as clarification concerning procedures in the methodology of intervention. It also stresses the importance of conservation theory in earthen heritage conservation, combining theory and practice. In addition, the book recommends an overall strategy in the conservation of earthen heritage, with particular emphasis on an approach that integrates education, awareness, research and preventive conservation.

The fundamental understandings of heritage, its evolution and practices all reveal intrinsic heterotopic features (the mirror function, its utopic drive, and its enclave-like nature). The book draws on previous interpretations of heterotopia and argues for a reading of heritage as heterotopia, considering various heritage mechanisms – heritage selection, conservation and protection practices, and heritage as mnemonic device – in this regard. Reworking the six heterotopic principles, an analysis grid is designed and applied to various built heritage spaces (vernacular, religious architecture, urban 19th century ensembles). Guided through this theoretical itinerary, the reader will rediscover the heterotopic lens as a minor, yet promising, Foucauldian device that allows for a better understanding of heritage and its everyday practices.

Since 2003, the Council of Europe–European Commission joint initiative known as the “Ljubljana Process: rehabilitating our common heritage” has set out to unlock the potential of the region’s rich immovable cultural heritage, working with national authorities to accelerate the development of democratic, peaceful and open societies, stimulate local economies and improve the quality of life of local communities. In 2003, the region was overcoming the effects of the traumatic transition to a market economy. Since then, it has been hit hard by the economic crisis of 2008, and more recently by an unprecedented migration crisis. Despite the challenges facing the region in the field of cultural heritage, the present situation can be seen as an opportunity to use the lessons learned from the Ljubljana Process to avoid the traps laid by the cumulative and sometimes inconsistent heritage-protection legislation of the past 60 years, overcoming the legacy of the top-down approach that privileges the “high art” canon rather than the local heritage that reflects the culture of everyday life and which often means more to most people. The authors suggest that selecting from innovative practice elsewhere could make heritage management smarter so that it more directly meets the needs of modern society and individual citizens. This volume reflects the views of international experts involved in the joint initiative and complements earlier studies on the impact of the Ljubljana Process by experts from within the region (Heritage for development in South-East Europe, edited by Gojko Rikolović and Hristina Mikić, 2014) and from the London School of Economics and Political Science (The wider benefits of investment in cultural heritage. By opening an archaeological site to tourism, threats and opportunities will emerge.The threats are to the archaeological record, the pre-historic or historic materials in context at the site that can provide facts about human history and the human relationship to the environment. The opportunities are to share what can be learned at archaeological sites and how it can be learned. The latter is important because doing so can build a public constituency for archaeology that appreciates and will support the potential of archaeology to contribute to conversations about contemporary issues, such as the root causes and possible solutions to conflict among humans and the social implications of environmental degradation. In this volume we will consider factors that render effective management of archaeological sites open to the public feasible, and therefore sustainable. We approach this in two ways: The first is by presenting some promising ways to assess and enhance the feasibility of establishing effective management. Assessing feasibility involves examining tourism potential, which must consider the demographic sectors from which visitors to the site are drawn or might be in the future, identifying preservation issues associated with hosting visitors from the various demographic sectors, and the possibility and means by which local communities might be engaged in identifying issues and generating long-term support for effective management. The second part of the book will provide brief case studies of places and ways in which the feasibility of sustainable management has been improved.
