Also met with Colonel [Jeremiah] Wadsworth, to discuss business (a plan Wadsworth was working on with Robert Morris to loan money to Congress - see GLC02437.003314 and .03318). Writes, He appears to think [well] of the efficacy of the proposed plans, and will I am persuaded engage in it on proper principles. Could not convince Wadsworth to return with him to New York, since Wadsworth is a member of the Legislature and needed to remain in town. Will come to New York within the next few days, and has asked Knox to request that Mr. Gouverneur Morris will meet with Wadsworth at that time. Is extremely anxious to make sure that the meeting happens, as all other arrangements [strikeout] are suspended in the mean time.

Congress had recently passed a resolve that each state should donate money into Congress' treasury, and that Congress could take out private loans against this incoming treasury money. Docket, in Knox's hand, reads: Minutes respecting an attempt to obtain Mr R Morris & Mr J Wadsworth to enter into contracts for supporting the troops directed to be raised by the resolve of Congress of the 20th Octr 1786. Two of the enclosures cited in this letter were copies of GLC02437.03323 and GLC02437.03330.

Adds, having already furnish'd every supply that has been call'd for by Genl [Henry] Jackson for the Recruits already raised, he is persuaded he could continue to supply them to universal satisfaction. While he does not know Wadsworth and Morris personally, several friends have written them on his behalf, and he hopes Knox will consider writing them as well.

Writes that Lincoln will begin at Worcester, trying to protect the Court, and then make several more stops around the state. If the insurgents do not choose to oppose him in his parties, he will proceed to search for them individually. Is pleased to hear that both he and Robert Morris have been chosen to attend the Philadelphia convention: I ardently wish for many reasons that the States would unanimously send delegates to it, but the various opinions respecting it will prevent. I most exceedingly wish Massachusetts and the eastern states would be at it, but they appear to think it an irregular step and inadequate to our critical situation - will you muster up all your arguments in favor of it, and forward them to me? I will not make a bad use of them. Is unsure when Colonel [Jeremiah] Wadsworth will arrive, but knows there have been delays in his travels. Also reports that recruitment of troops has been going pretty well, but we exceedingly want the clothing, and every thing rests on the proposed contracts. Hopes that they might be influenced by the importance of the object, and its immediate connection with the welfare of the United States to enter into contracts for feeding, clothing, paying and transporting the troops for one year and to advance to the Treasurer of the United States the further sum of One thousand Dollars, on terms which are outlined in the enclosed documents [not present]. Book excerpt: Writes that Jackson must be anxious and surprised that he has not yet heard from Knox on the subject of clothing & rations. The fact is that I have been unable to give you any satisfaction on these points. Writes, Congress came to the determination of raising troops from the necessity of the case, and had the funds necessary to carry their resolutions into effect been at their command, every arrangement depending on the war department would ere now have been at least in a train of execution. But the funds indispensible [sic] for an energetic establishment have been to be provided. [...] I have been steadily of opinion that the public had better suffer all the injuries arising from a want of troops than to raise them without being able to provide for them completely in all respects. under this impression I have made some attempts to influence the rich in support of government, and the ensuing week will determine whether I have been as successful as I have believed. Has not had much success with the monied men of Boston. If Jackson had money, he would encourage him to begin recruitment. Discusses the size and cost of rations, as well as the arms and equipment he ordered for Jackson. Has also asked Mr. [Samuel] Hodgdon to send Jackson the equipment destined for New Hampshire; when that state decides to raise troops, Jackson can forward the equipment to them. Needs to pay taxes on his Falmouth lands and is having trouble raising the money, so asks if he may be able to borrow from Jackson; otherwise they might sell the land. Written and signed for Knox in a secretarial hand.

The Board is apparently planning to select one contractor to provide payment, clothing, and rations, and other supplies. Seems to suggest it might be possible for Mr. Bruce to contract with the one overarching contractor. Under these circumstances, the profit would be less, but the payments would be more certain. Would be happy to put Mr. Bruce's name into contention. Also discusses the Massachusetts insurgents.
