Has utmost confidence in Fales, who has been employed in the area for a long time. He is also a surveyor by trade. Lists several other friends who have been appointed in different parts of the patent, such as Mr. Moses Copeland of Warren. Provides information on the people of various towns in the patent, such as their primary occupations and lifestyles. Gives instructions on how best to negotiate agreements and business and to accomplish his goals on Knox's behalf.
