Agrees with Doughty, who is in favor of a national force, as he expects every evil that can be produced from Anarchy. Also notes that Congress have had but for a very little time nine States. Therefore nothing has been concluded on respecting higher pay for the Artillery than the Infantry. Mentions supplying artillery pieces and stores necessary for the western country and states he will have to submit estimates to the Board of Treasury, as they hold the purse strings. Ends by stating, The disturbances in Massachusetts have pretty nearly subsided - the Courts of Justice are now trying such of the captured culprits as appear to be most criminal, referring to the end of Shays' Rebellion. Seward is pressing for a supply of ammunition as it is expected the enemy will visit the frontier of state soon with a pretty large body of troops. If Heath agrees, Knox asks him to issue an order for Captain Seward to bring to Colonel [John] Crane for items Captain Seward will exhibit to him. Also asks him to order from Mr. [John] Ruddock, Commissary at Fishkill, items like powder and paper for 30,000 cartridges.

Says the committee will be together to collect the [dollar sign] 5,000 and it will be an excellent opportunity on the payment of that sum to commence the negociation for the additional million, and the conditional agreement to be extend[ed]. States much of their future depends upon the punctual payment of the [dollar sign] 5,000. The letter to Walker says he has enclosed a letter for Duer (this is what is on page 1-2). Relates that the first payment of the Massachusetts land is due. Wants to know if Flint's maps have arrived. Docketed by Knox.
