Book excerpt: Responds to Lamb's letter (see GLC02437.01354) that the notes which were to be paid to the officers were intended, by Robert Morris, to counterbalance the clothing provided for the soldiers. Morris's priorities are first to provide the soldiers and officers with rations, second to provide clothes (which these notes were intended to do for the officers), and third to provide pay, which they are working on obtaining. Argues that an officer who paid for clothing out of his own purse may use the payment as he likes, but that the intention was to pay for clothing for the officers. Mentions the Marquis de Lafayette.

Considers whether pay grades should be linked directly to ranks, or whether people in each rank should be paid according to the way they perform their tasks, or the amount of tasks associated with each individual position. For example, he can easily conceive when a Brigadier General has no Brigade, when he can have no command in the Army unless in that Office. Writes that General Edward Hand will not presume to think that he is the only person that has filled that office - with general esteem and approbation - he will not surely pretend that his duties are more numerous and multiplied than those of his predecessors or that his expences are necessarily greater. Seems to be arguing that salaries, especially for Adjutant Generals and Brigadier Generals, should be tied to each individual officer and the duties they are supposed to perform, rather than have pay grades tied to rank.

Therefore nothing has been concluded on respecting higher pay for the Artillery than the Infantry. Mentions supplying artillery pieces and stores necessary for the western country and states he will have to submit estimates to the Board of Treasury, as they hold the purse strings. Ends by stating, The disturbances in Massachusetts have pretty nearly subsided - the Courts of Justice are now trying such of the captured culprits as appear to be most criminal, referring to the end of Shays' Rebellion. Knox implies that Isaac's father, also named Isaac, is a loyalist. Relates that Isaac hopes no conduct of his father will prevent his residence in a country for which he has the greatest respect. Young Isaac was sent away to Canada at age 11 when the enemy arrived, and is now eighteen and has landed in New York. Knox emphasizes young Isaac's innocence and desire to be of service to his country.
