Writes, Mr. A[rthur] Lee informs me that by the elections it appears that 63 are against the constitution, and 67 - for These are all the elections excepting the back coun[ties]... Mentions the attempts of Patrick Henry and Colonel [William] Grayson to influence the back counties against the Constitution. Notes that Mr. [James] Madison seems to be of opinion that the majority at the first meeting of the convention will probably be against it. Notes that the Anti-federalists in New York are indefatigable. Thanks Wadsworth for sending a gift of salmon.

Has ransacked the County a couple of good cows. Promises to send a cow to Knox when one can be obtained. Speculates on the possible adoption of the Constitution by Virginia and New York: I don't believe [George] Mason and old [William] Grayson will be very influential in Virginia- and hope the exertions of the Federalists will continue to be industrious in New York for as I came thro E & W Chester I found the Antis had been busy and too successful. Further relates his views on whether New Hampshire will adopt the Constitution. Discusses reports that Bermuda will become a garrison for the British. In a post script, refers to his attempts to send a delegate in his place (possibly to Congress), but can not afford one. Writes, I dont know any good that could be done by seven states & I am not much pleased with the Polliticks of some of the present Congress.

You see my dear sir on what a slender thread depends the future happiness of America. Mentions the Mississippi business, a reference to the ways in which arguments over navigation of the Mississippi River will effect the debate. Expresses his wish that New Hampshire will adopt the Constitution (in fact, New Hampshire had adopted the Constitution 21 June 1788).

Grayson & Monroe have a claim to the first place in the regions of Perdition. But it can not be[.] Virginia must and will. Instructs Knox to send an enclosure to Major Platt, who will obtain the three thousand dollars for Knox.

Congratulates Lincoln on being elected Lieutenant Governor of Massachusetts.

In reference to Wadsworth's request for clothing and shoes for the troops, tells him to acquire it and he will be paid out of the warrants he already received (see GLC02437.03509 for Wadsworth's letter). Reports that Colonel [David] Humphreys has arrived and can inform Wadsworth that Congress is considering the issue of the troops but nothing has been decided yet. Responds to Wadsworth's letter about the sale of damaged powder sold from West Point (see GLC02437.03512). States that Captain Price is in charge there. Knox trusts Price but he does not have authority to sell powder. Asks Wadsworth to look into this further and mentions that he saw an advertisement for the sale of damaged powder at the Brookland [Brooklyn] ferry which might be the powder in question.

Discusses the New York convention presently deciding on ratification of the Constitution. Predicts that the Convention will stipulate for amendments previous to the adoption... Congress will immediately pass the necessary acts for organizing the Constitution. Transmits resolutions (not included) to St. Clair, hoping he will be able to avail the public of the advantage of the additional appropriation.

Says that The Convention by you Mr. Jefferson and Common Sense [Thomas Paine], judge wisely respecting the New Constitution requiring some amendments & of the time they should be effected. Of the Constitutional Convention says The unanimity of the former convention may be regarded as a rare evidence of the empire of reason. Believes there will not have to be another convention. Says it is likely that nine states will accept the constitution over the next 2-3 months. Says New York will have its ratifying convention in June and hopes the acceptance of other states will influence them to vote for it. Goes into other state's conventions. Lashes out at Rhode Island. Gives Lafayette an update on Catherine Greene, the wife of the late General Nathanael Greene. Seems like she wants to send her son George to France to study. Asks for an updated list of French officers in the Society of the Cincinnati so he can send them diplomas. Says war seems less likely in Europe now, but that the English however are haughty and overbearing - too much so I am apprehensive, for a firm and durable peace. Below the docket, a later note initialed by EY sums up the letter and states that Lafayette's letters to Knox referenced in this letter is feared lost. In the hand of William Knox.
